Position Title: Director of Infrastructure and Capital Assets
Reports to: Executive Director
Position Location: Chilliwack BC
Salary: $101,121 - $128,097 per annum
Work Schedule: Full Time, 35 hours per week
Start Date: November 2026
Summary:
Skowkale First Nation is seeking a Director of Infrastructure & Capital Assets.
This is a key senior leadership position responsible for strategic leadership, direction, and oversight for all infrastructure, capital planning, public works, facilities, housing assets and asset management functions for Skowkale First Nations (SFN) and other communities we are under agreement to support.
Reporting to the Executive Director, the Director will work closely with the Executive Director, staff members, community members, funding agencies and external partners to ensure that the capital assets are effectively planned, developed, maintained and protected for both SFN and SAY communities.
The Director is responsible for long-term infrastructure planning, policy development, capital project delivery, funding strategies, departmental performance and regulatory compliance. This position provides leadership and support to the Housing Coordinator and the Public Works Manager.

Responsibilities and Duties
· Provide strategic leadership and oversight for Housing and Public Works.
· Develop departmental plans, policies, and budgets aligned with organizational priorities.
· Provide oversight and support to housing operations and housing related infrastructure projects.
· Prepare annual operating and capital budgets.
· Lead the development and implementation of the SAY or SFN's Capital Asset Management Plan.
· Coordinate and oversee reporting requirements from Indigenous Services Canada (ISC), BC Housing, CMHR and other funding agencies.
· Provide reports and recommendations to the Executive Director.
· Develop long-term infrastructure replacement strategies.
· Maintain oversight of the SAY or SFN's capital asset inventory.
· Monitor asset condition, lifecycle planning, and replacement priorities.
· Ensure preventative maintenance programs are implemented across all assets.
· Recommend capital investments based on organizational priorities and risk.
· Lead planning and implementation of capital construction and infrastructure projects.
· Coordinate engineers, architects, consultants, and contractors.
· Oversee procurement processes and contract administration.
· Monitor project schedules, budgets, risks, and quality.
· Ensure projects comply with funding agreements and regulatory requirements.
Required Education and Experience
· Bachelor's degree in Public Administration, Business Administration, Engineering, Construction Management, Asset Management, or a related discipline.
· A minimum of 7–10 years of progressively responsible leadership experience in lands management, infrastructure, public works, capital projects, asset management, or a related field, preferably within a First Nations, Indigenous, or local government environment.
· Experience working with First Nations governance, Indigenous communities, and government funding programs is strongly preferred.
· Professional designation or certification such as a Professional Engineer (P.Eng.), Registered Professional Planner (RPP), Project Management Professional (PMP), Certified Asset Management Professional (CAMP), or other relevant designation is considered an asset.
· An equivalent combination of education, training,
and directly related experience may be considered.
· Clear Criminal Record Check.
Knowledge, Skills, and Abilities
· Knowledge of First Nations governance, applicable legislation, and community planning principles.
· Strong leadership and management skills with the ability to provide strategic direction, coach staff, and foster a collaborative, accountable, and high-performing team.
· Knowledge of capital asset management, infrastructure planning, facilities management, public works operations, and lifecycle asset planning.
· Experience leading capital construction and infrastructure projects, including project planning, procurement, contract administration, budget management, and risk mitigation.
· Sound financial management skills, including operating and capital budget development, funding strategy, financial analysis, and resource allocation.
· Strong understanding of government funding programs, contribution agreements, reporting requirements, and regulatory compliance.
· Excellent analytical, problem-solving, and decision-making skills with the ability to manage competing priorities and complex organizational issues.
· Exceptional verbal, written, presentation, and report-writing skills, with the ability to communicate effectively with Chief and Council, staff, community members, funding agencies, and external partners.
· Ability to build and maintain effective working relationships with Indigenous communities, government agencies, consultants, contractors, and other stakeholders.
· Ability to develop and implement policies, procedures, strategic plans, and continuous improvement initiatives that support organizational goals.
· Knowledge of occupational health and safety, environmental stewardship, risk management, and sustainable infrastructure practices.
· Strong organizational skills with the ability to oversee multiple projects, programs, and operational priorities while meeting deadlines.
· High level of professionalism, integrity, political awareness, sound judgment, and discretion in handling confidential and sensitive matters.
· Knowledge of infrastructure funding programs, ISC reporting requirements, housing programs and assess management principles.
· Proficiency in Microsoft Office applications and familiarity with asset management, project management, GIS, or land management software is considered an asset.
Pay: $101,121.00-$128,097.00 per year
