Company Description The Barrie and Community Family Health Team (BCFHT) is one of the largest Family Health Teams in Ontario. Our team includes physicians, registered nurses, nurse practitioners, dietitians, pharmacist, diabetes and respiratory educators, mental health counsellors, social workers, occupational therapists, foot care nurses, and administrative staff. Our team is committed to improving access to comprehensive, patient-centred, team-based primary health care.

Our approach supports self-management, emphasizes health promotion and disease prevention, and enhances the care of individuals living with chronic conditions through programs that are well connected with local health and community services. The BCFHT is increasingly evolving into a more sophisticated and established organization and requires a Finance Manager that has the leadership strengths and vision to assist the organization in realizing its potential.

We are currently searching for a: FINANCE MANAGER.

Role Description Reporting to the Executive Director, the Finance Manager is responsible for overseeing all financial and accounting functions of the organization, including accounts payable, accounts receivable, budgeting, financial reporting, and regulatory compliance.

The Finance

Manager works closely with the Executive Director, Director of HR and Operations, Leadership Team, and Board of Directors to provide strategic financial guidance, insight, and direction.

The Finance

Manager leads and supports two direct reports and is responsible for strengthening and evolving the Finance department’s capabilities, processes, and systems to foster a collaborative, efficient, and high-performing team.

Primary Responsibilities

- Maintain the financial health and integrity of the BCFHT.
- Develop, implement, and regularly review financial policies, processes, procedures, and internal controls that align with the BCFHT’s strategic direction and protect its financial interests.
- Ensure all financial transactions, payroll entries, journal entries, and accruals are accurate and comply with applicable legislation, Generally Accepted Accounting Principles (GAAP), funding requirements, and regulatory guidelines.
- Maintain accurate and timely financial records, including general ledger transactions, accounts payable and receivable, payroll entries, and account reconciliations.
- Prepare trial balances for all general ledger accounts and ensure bank reconciliations are completed monthly.
- Prepare monthly budget updates and financial reports for the Executive Director and Leadership Team.
- Prepare and present quarterly financial statements to the Board Finance Committee for review and approval.
- Prepare and distribute required financial reports to Ontario Health, the Board of Directors, the Finance Committee, funding sources, and other organizations, as required.
- Liaise with Ontario Health representatives regarding financial reporting, funding requirements, guidance, and inquiries.




- Lead the annual operating budget and financial planning process in collaboration with the Executive Director, including developing, administering, and reviewing financial plans and budgets; monitoring progress and variances; and keeping the Leadership Team and Board of Directors informed of the BCFHT’s financial position.
- Lead and support an efficient, accurate, and well-organized year-end and external audit process, including preparing year-end financial statements, reports for funding sources, T4 Summaries, T4 slips, and supporting documentation required by the external auditors.
- Oversee and ensure the integrity and timely completion of payroll, T4s, Records of Employment, and group benefit plan payments in collaboration with the Payroll and Benefits Analyst.
- Lead, mentor, and support the Finance team, consisting of the Finance Coordinator and Payroll and Benefits Analyst, while promoting accountability, collaboration, and continuous improvement.
- Develop and maintain an accurate inventory of fixed assets and coordinate their procurement in collaboration with the Purchasing and Facilities Coordinator.
- Oversee the financial and administrative aspects of BCFHT facilities, including lease agreements, leasehold improvements, renovations, purchasing, and general maintenance.
- Coordinate agreements and purchases with BCFHT physicians when Nurse Practitioners are recruited to work within physician practices.
- Identify opportunities to strengthen financial systems, reporting, controls, and departmental processes to enhance the effectiveness and efficiency of the Finance department.

Education, Qualifications and Skills

- University degree in finance, accounting, business administration, or a related discipline, combined with a minimum of five years of relevant financial management experience.
- Chartered Professional Accountant (CPA) designation in valuable standing.
- Demonstrated experience leading, developing, and mentoring a finance team.
- Progressive experience in financial management, including experience in positions such as Financial Analyst, Finance Manager, or a comparable role.Excellent organizational, problem-solving, and decision-making abilities.
- Experience managing financial operations within a non-profit, healthcare, or publicly funded organization is considered an asset.
- Strong knowledge and practical application of Generally Accepted Accounting Principles (GAAP).
- Demonstrated financial analysis, budgeting, forecasting, and reporting experience, with exceptional accuracy and attention to detail.




- Experience overseeing and administering payroll; experience using Payworks is considered an asset.
- Experience using QuickBooks Desktop.
- Advanced proficiency in Microsoft Excel and strong working knowledge of Microsoft Word, Outlook, payroll systems, and accounting software.
- Knowledge of applicable provincial and local legislation, government policies, funding requirements, and reporting practices relevant to the services provided by the BCFHT.
- Excellent communication, presentation, interpersonal, networking, and problem-solving skills.
- Demonstrated emotional intelligence, sound judgment, discretion, and the ability to manage sensitive and confidential financial information.
- Proven ability to build effective, collaborative relationships with colleagues, organizational leadership, the Board of Directors, government and funding representatives, and other external stakeholders.

Additional Job Responsibilities

- Ability to travel within the community as required, with access to a reliable vehicle, a valid driver’s licence, and current automobile insurance.
- Adherence to all BCFHT policies and procedures, including occupational health and safety requirements, WHMIS standards, and all applicable legislation.
- Availability to attend occasional meetings or organizational events outside regular working hours, as required.

Compensation

BCFHT offers a competitive benefits package including health, dental, and pension plan (HOOPP) for those eligible. We do not use AI to screen, assess or select applicants for the position. The salary range for this position $93,373.00-$109,267.00/year.
