Reporting to the General Manager of Corporate Services, this position leads the day-to-day operations of the Finance department and is responsible for reviewing and approving financial transactions across all Town departments. This position involves the analysis of complex financial transactions and providing internal customer service, leadership and support related to the Town’s financial processes. This position participates in establishing, implementing and reporting on the Finance department’s key initiatives and measures, and helps meet the department’s goals through sound financial management.
This position will also work with the GM of Corporate Services to play a key role in strengthening the Town’s financial policies and procedures. This includes ensuring the Finance team follows all of the Town of Drayton Valley’s policies, procedures and bylaws.

DUTIES & ESSENTIAL JOB FUNCTIONS The Finance Manager’s responsibilities include, but are not limited to:
· Provide leadership to the Finance team by staying current on, establishing and monitoring financial policies, procedures and bylaws for the Town of Drayton Valley in accordance with Public Sector Accounting Standards (PSAS), the Municipal Government Act and other relevant legislation.
· Assist the General Manager of Corporate Services in the preparation of the Town’s annual mill rates and tax rate bylaw.
· Ensure taxation complies with the Municipal Government Act (MGA), Town bylaws, and Alberta’s assessment and taxation regulations, including Matters Relating to Assessment and Taxation (MRAT) and Matters Relating to Assessment Complaints (MRAC).
· Liaise with the Town’s assessor as required on assessment-related matters.
· Prepare monthly, quarterly and annual financial statements with budget variance analysis, present these statements to Senior Leadership, and respond to related inquiries.
· Prepare monthly balance sheet reconciliations to ensure that all accounts are current and accurate at all times and that sub-ledgers balance with the general ledger.
· Prepare monthly journal entries as needed to ensure accurate and timely financial information.
· Prepare and process monthly GST reports, payments and reconciliations.
· Review, process and close batches to the general ledger, and generate and review related reports.
· Manage the Town’s Point of Sale (POS) systems, including working with POS system providers to ensure rates are fair and to resolve any issues with the systems that may arise.
· Act as the Finance team representative in maintaining an accurate asset management system.
· Liaise with the leadership team regarding grant applications.
· Gather quarterly grant revenue reporting from all departments and reconcile it with the financial system.
· Ensure monthly bank reconciliations are completed accurately and on time.
· Establish and maintain internal controls to ensure accuracy and legitimacy of transactions and to safeguard the Town’s assets.
· Complete special projects, financial analyses and reporting, including but not limited to revenue recognition, grants and Council presentations.
· Participate in and attend meetings as required.
· Provide coverage for the Finance team during absences, including but not limited to presentations to Council in the absence of the GM of Corporate Services.
· Maintain current professional and technical knowledge.
· Assist the GM of Corporate Services with preparation of the annual operating and capital budgets.
· Assist the GM of Corporate Services with the year-end audit by preparing year-end reconciliations. This includes working closely with the auditor to ensure an efficient audit process.
· Foster positive working relationships with all departments and residents to support effective customer service.
· Provide exceptional leadership to staff by developing capabilities, building effective teams and providing frequent feedback and guidance.
· Support senior leadership with other duties as assigned.
DECISION MAKING ROLE
Works under the general direction of the General Manager of Corporate Services.
A high degree of independent judgment is required to manage daily Finance operations, complete finance projects and meet the Town of Drayton Valley’s goals.
MAJOR INTER-PERSONAL CONTACTS
This position is a leadership role and provides mentorship, support and guidance to the Finance team.
This position works with all Town departments, Senior Leadership and Council, and externally with the Town’s auditor, assessor, banking and POS providers, granting agencies and residents.
QUALIFICATIONS AND EXPERIENCE
· Post-secondary degree or diploma in Accounting, Finance or Business Administration. An equivalent combination of education and progressive experience may be considered.
· CPA designation is an asset.
· Working knowledge of Public Sector Accounting Standards (PSAS), municipal budgeting and year-end audit processes.
· Strong communication and interpersonal skills, including presenting financial information clearly to Council, leadership and staff.
· A minimum of five (5) years of progressive accounting or finance experience, including at least two (2) years supervising staff, preferably in a municipal or unionized environment.
· Working knowledge of municipal property taxation, including the Municipal Government Act, MRAT and MRAC. Familiarity with the assessment process is an asset.
· Experience with municipal financial software and advanced Excel skills.
· Demonstrated project management skills.
· Demonstrated leadership that supports employee development, sets skilled standards and delivers a high level of customer service.
· Strong analytical and problem-solving skills, with the ability to identify alternative solutions and implement recommendations to meet the goals of the department and organization.
· Ability to multi-task, prioritize and work independently in a fast-paced environment with minimal direction.
· Current working knowledge of professional accounting practices and related federal, provincial and local government legislation.
· Must maintain a high degree of confidentiality and professionalism.
SPECIAL REQUIREMENTS & OTHER CONSIDERATIONS
· Willingness to attend training sessions as required by the employer.
· Willingness to work evenings, weekends and unscheduled hours during major emergencies or to meet critical deadlines.
Job Types: Full-time, Permanent
Pay: $91,985.00-$106,636.00 per year
