PURPOSE: Reporting to the Tumuhw, Registration & Taxation Manager, the Land Records & Claims Coordinator provides specialized land administration, claims research, member services, civic addressing, survey coordination, and committee support for Lulumexun Lands & Natural Resources. The position independently coordinates complex land-related files, conducts records and claims research, works directly with community members and external agencies, and supports informed decision-making by the Land Investigation Committee (LIC). The role requires sound judgement, accuracy, confidentiality, initiative, and a working knowledge of Cowichan Tribes land administration processes.

This is a full time permanent position that is required to work in the office and with minimal travel required.

COMPENSATION AND BENEFITS: Cowichan Tribes offers excellent health and dental benefits and pension plan, with benefits eligibility beginning after one month of employment and pension plan eligibility after three months. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $33.46-$35.48 per hour ($60,891.00 - $64,572.00 annually).

RESPONSIBILITIES:

Land Records, Claims Research & File Administration

- Maintain, analyze and organize land records, including digital and physical files, maps, surveys, legal descriptions, parcel information and supporting documentation
- Conduct detailed historical and current land records research to support claims, land investigations, estate matters, allotments, transfers and other land administration files
- Review and reconcile land-related information from multiple sources and identify gaps, inconsistencies or outstanding documentation requiring follow-up
- Assist with land registry and tenure-related processes, including Certificates of Possession, allotments, transfers, leases, permits and related instruments
- Support the processing of Certificates of Possession following approved and registered Band Council

Resolutions

- Track agreements, correspondence, claims research, land files and action items using departmental records and task-management systems to maintain accurate and timely file status
- Prepare clear file summaries, supporting records and documentation for management, committee and member review
- Scan, archive and digitize records in accordance with departmental standards and confidentiality requirements

Land Investigation Committee (LIC) & Governance Support

- Attend LIC meetings and provide informed administrative and technical support on land-related matters
- Support the development of LIC meeting agendas, including researching files, compiling background information, identifying required supporting documents and preparing complete meeting packages
- Research historical land records and claims to support Committee review,



discussion and decision making
- Track Committee direction, decisions and follow-up requirements and ensure assigned land administration actions are documented and advanced
- Assist with preparation of Lands Council Agenda Item Request (CAIR) packages and other governance documentation as required
- Maintain organized and reliable committee records within internal document and records management systems

Community Member Services & Land File Support

- Serve as a key point of contact for Cowichan Tribes members seeking assistance with land records, claims, surveys, civic addressing and land administration processes
- Meet directly with community members to review land-related questions, explain processes, gather information and assist with documentation required to advance their files
- Provide knowledgeable guidance on Certificate of Possession inquiries, lot and parcel information, survey requirements, land file records and applicable administrative processes
- Handle community survey requests; reviewing available land information, identifying relevant plans and records, assisting members with survey-related requirements and facilitating follow-up with appropriate staff or professionals
- Exercise discretion and professionalism when handling sensitive family, estate, landholding and claims information Civic Addressing & Intergovernmental / Interdepartmental Support
- Establish new civic addresses for on-reserve residences and maintain accurate address-related records and supporting documentation
- Research parcel, lot and location information required to support accurate civic addressing and emergency-service information
- Communicate and coordinate with Indigenous Services Canada (ISC), the Cowichan Valley Regional District (CVRD), internal Cowichan Tribes departments and other relevant agencies on land records, claims, addressing, surveys and related files
- Initiate and follow up on information requests, clarify file requirements, obtain supporting documentation and maintain accurate records of external and internal correspondence
- Support cross-departmental land administration work by providing researched land information and coordinating file-specific requirements
- Other related duties as required

EDUCATION AND EXPERIENCE: (please attach all required documents)

- Grade 12 or equivalent required; post-secondary certificate, diploma, or degree in relevant field preferred




- Three years’ administrative or coordinator experience; supporting lands administration, land records, committees, governance processes, and community member services preferred
- A combination of relevant education and experience may be considered
- Experience working in a First Nations community and knowledge of Quw’utsun culture, customs, and traditions is essential
- Valid BC Class 5 Driver’s License, Driver’s Abstract, and reliable vehicle required
- Satisfactory Criminal Record Check required

KNOWLEDGE, SKILLS, AND ABILITIES:

- Knowledge of Cowichan Tribes programs, services, organizational structure, Quw’utsun culture, language and territory, or a willingness to learn
- Working knowledge of First Nations land administration, Certificates of Possession, land records, surveys, claims and governance processes, or the demonstrated ability to develop this knowledge
- Proficiency with records management, document management, mapping/land information and general office software systems
- Strong research and analytical skills
- Sound judgement and problem-solving skills
- Strong organizational and case-management skills
- Strong written, verbal and interpersonal communication skills, including the ability to work respectfully and effectively with community members, external agencies, leadership and internal departments
- Ability to manage complex and sensitive land administration files with a high degree of accuracy, accountability and follow-through
- Ability to handle confidential and culturally sensitive information with discretion and professionalism
- Ability to manage multiple priorities, deadlines and committee deliverables
- Ability to interpret historical land records, surveys, legal descriptions, maps and supporting documentation
