Under the direction of the Support Services Coordinator, the Assessor Lead provides clinical leadership, guidance, and oversight to contracted assessors responsible for determining eligibility for Winnipeg Transit Plus services. The role supports assessor onboarding, training, and ongoing quality assurance, and promotes consistent, accurate, and timely eligibility decisions in accordance with established standards.

In addition to these leadership responsibilities, the Assessor Lead conducts eligibility assessments and is accountable for the determination, documentation, and communication of eligibility decisions in accordance with Council-approved criteria, applicable legislation, regulatory requirements, and departmental policy. This position exercises a high degree of independent skilled judgment in evaluating functional ability, safety, and access to conventional and specialized transit services.

Decisions made by this position have significant operational, financial, legal, and reputational implications for the organization. Errors or inconsistencies may result in service delivery risk, financial loss, human rights complaints, appeals, or litigation, requiring a high standard of accuracy, documentation, and adherence to policy.

As the Assessor Lead, you will:

- Provides clinical leadership, oversight, and quality assurance for eligibility assessments to contracted assessors.
- Determines eligibility of applicants for paratransit services based on established eligibility criteria and re-registration processes approved by City Council.
- Determines customer accommodation requests, service conditions and assists in organization of appeals. Performs other duties as assigned consistent with the job classification.





Your education and qualifications include:

- Master's degree in Occupational Therapy or equivalent (i.e.: Bachelor of Medical Rehabilitation (O.T.))
- Minimum of three years experience as a practicing Occupational Therapist.
- Experience conducting complex functional and cognitive assessments.
- Experience applying policy, legislation, and professional judgment to high-impact service access decisions.
- Experience providing guidance, mentorship, or clinical oversight to other assessors is an asset.
- Previous experience in research, gathering and maintaining pertinent statistical data
- Advanced clinical assessment and documentation skills using standardized and non-standardized tools.
- Ability to exercise independent judgment in complex, high-risk decision-making environments.
- Ability to identify, manage, and mitigate risk arising from eligibility decisions, inconsistencies, or errors.
- Strong understanding of procedural fairness, defensible decision-making, and appeal processes.
- Ability to provide constructive feedback, coaching, and informal leadership to peers and contracted professionals.
- Strong written and verbal communication skills, including preparation of decision rationales subject to appeal, audit, or legal scrutiny.
- Thorough knowledge of PHIA, FIPPA,



and professional practice standards related to confidentiality, record-keeping, and accountability.
- Time management and prioritization skills in a high-volume, high-impact environment.
- Ability to work independently with minimal supervision while contributing to broader team objectives.
- Working knowledge of occupational health, safety and wellness programming, and Workplace, Safety and Health Legislation.
- Ability to establish and maintain effective working relationships with staff, management, health care professionals, and clients.

Knowledge of various medications and health conditions; ability to research information required and that which is unfamiliar.

- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Registration and good standing with the College of Occupational Therapists of Manitoba
- Membership in the Canadian Association of Occupational Therapists
- Valid Practice insurance.
- MoCA Certification
- Emergency First Aid/CPR certification
- Police Information Check with Vulnerable Sector Check clearance satisfactory to the employer.
- Legally entitled to work in Canada.
- Class 5 Manitoba driver's license
