This is exemplified through deep collaboration between our growing team of over 1,100 members and our residents, businesses, non-profit organizations, and municipal governments. We are seeking an Learning Management Systems (LMS) Analyst to help drive our HRPS initiatives, supporting training projects and initiatives that will yield outcomes for our police service and our community. As a valued member of our team, you will leverage your expertise in the development, maintenance, testing and administrative support of various information management systems across HRPS, more specifically for Process and Innovation Office and Training Unit.
You will be instrumental in coordinating the implementation of technical and process changes. Create and maintain system information including data entry and end user account management and security. Troubleshoot technical issues and assist with inquiries and resolutions.
Audit information and generate reports to validate and identify content for analysis. Identify business and process requirements and opportunities for improvement. Participate and contribute to project planning.
Design, install, test, and implement system workflows and permissions.
Coordinate implementation of technical and process changes. Contribute to the development of user training to the Unit and other HRPS staff.
Community college diploma in a related area (e.g., information management or technology, computer science) or related experience. Minimum of three years' related experience providing technical system support and guidance, specifically Learning and/or Talent Management Systems (LMS / TMS). Demonstrated knowledge of the System Development Life Cycle (SDLC) along with as well as standard business analysis and business process management techniques.
Must have experience gathering, documenting, translating business requirements into functioning solutions including the development of business process maps in Microsoft Visio, and/or Power BI dashboards. Proven ability to support and enhance LMS/TMS related processes such as course administration, user management, training compliance tracking and reporting. Demonstrated ability to maximize business value from technology solutions while balancing time, resource and scope constraints.
Proven experience in developing and delivering end-user training to engage and to support diverse learning styles/base. Well versed in change management process documentation for LMS/DMS systems.
Ability to identify process improvement opportunities and recommend solutions that enhance training technical operations and system effectiveness.
Must have critical and analytical thinking skills along with the ability to apply creative problem-solving approaches to business and system challenges. An understanding of Geotalent and Power BI. Ability to perform effectively in a quick-paced project management environment (e.g. meeting deadlines, completing tasks, and ensuring deliverable meet requirements) Exposure to policing / public safety industry.
Experience in Geotalent functionalities such as log asset movement, course registration, interdependence with other core systems (e.g.
Experience in Excel VBA programming, SQL queries and database maintenance.
