Emergency Management Flexible Permanent The Department of Emergency Management is responsible for leading disaster and emergency planning, preparedness, response and recovery activities on behalf of the Province of Nova Scotia. The Department leads the coordination and co-operation of partners and resources during provincial level critical incidents, administers the province’s 911 service, maintains critical communications infrastructure and supports operations of our regional emergency management centres. The REOCs provide leadership in building regional emergency operations networks; ensuring collaborative efforts around emergency planning, training and exercising and developing regional plans for equipment and stores to support emergency response Strengthening local and regional emergency preparedness through outreach and education to Nova Scotians at community events, schools, organizations, and through information sessions Setting standards in the provincial emergency management program for training and exercising Fostering strong collaboration, communication, and emergency management planning with regional partners, including the development and coordination of regional Nova Scotia Guard networks As the Manager, Development and Delivery, you will lead the design, development, delivery , and continuous improvement of the Department’s emergency management training and exercise programs.

You will transform complex and important emergency management education and information into accessible, practical learning experiences for diverse audiences. Your work will include assessing learning needs, establishing education pathways and curriculum standards, developing courses and exercises, selecting effective delivery models, and creating resources for learners, instructors, and facilitators. You will provide strategic and operational leadership to a team of professionals and work closely with government, communities, and partner organizations.

You will have the opportunity to rethink traditional approaches, introduce modern and inclusive learning practices, and strengthen the consistency and operational relevance of emergency management education. This position is well suited to an education or learning-development leader who wants their work to contribute directly to community readiness and public safety. Lead a professional team responsible for developing and supporting emergency management training, education, and exercise programs.

Conduct needs assessments to identify capability gaps, emerging requirements, priority audiences, and opportunities for program development. Develop annual and multi-year training and exercise plans that define priorities, learning outcomes, audiences, sequencing, delivery models, resource requirements, and implementation standards. Create and maintain training and exercise catalogues, role-based education pathways, and certification or qualification frameworks that support progressive learning and capability development.

Establish standards for curriculum, courses, exercises, learning resources, and delivery practices, ensuring that content reflects legislation, policy, recognised practices, accessibility requirements,



and operational needs. Develop and maintain courses, facilitator guides, participant materials, manuals, job aids, templates, checklists, infographics, and other practical learning resources. Select fit-for-purpose learning and delivery methods based on the audience, subject matter, required level of complexity, available resources, accessibility needs, and intended outcomes.

Develop facilitation models, workshop formats, train-the-trainer programming, and instructor supports that enable consistent delivery across regions, programs, and partner organizations. Research emerging educational practices, technologies, standards, and tools, including responsible uses of artificial intelligence, and assess how they may improve program quality, accessibility, and administration. Apply an equity, diversity, inclusion, and accessibility lens throughout program design, resource development, facilitation, and evaluation.

Manage human and financial resources, establish team priorities, support employee development, monitor expenditures, and contribute to a respectful, healthy, and inclusive workplace. Provide advice to senior leaders on program priorities, implementation needs, risks, resources, and opportunities for continuous improvement. You are an experienced education, curriculum, learning and development, or instructional-design professional who can connect long-term strategy with practical implementation.

You have a university degree in education, adult education, instructional design, curriculum studies or another related field, plus significant related experience; an equivalent combination of education, training, and experience will also be considered.

experience applying adult learning principles to the design, development, delivery, and evaluation of education or training programs. leading complex program or curriculum-development work from needs assessment and planning through delivery and evaluation. leadership experience that may include managing employees, leading multidisciplinary teams, coaching colleagues, or directing significant programs or projects. strong facilitation and presentation skills, with the ability to explain complex subjects in clear and audience-appropriate language.

experience incorporating equity, diversity, inclusion, and accessibility considerations into learning design and delivery.

The Following Would Be Considered

Assets a completed related graduate degree knowledge of emergency management, public safety, or experience designing emergency exercises, simulations, tabletop exercises, or scenario-based learning.

experience implementing or administering a learning management system.

experience with curriculum-development experience assessing and applying emerging and modern technologies,



including artificial intelligence, in a responsible, secure, and accessible manner. A related diploma with substantial experience in adult education, curriculum development, instructional design, or learning-program leadership. Significant experience leading the design and implementation of complex education or training programs, supported by relevant professional learning or certification. Most work is completed in an office or classroom environment and involves extended periods of concentration, computer use, meetings, planning, writing, and reviewing detailed materials. The work includes facilitating or supporting training, workshops, planning sessions, and exercises in different settings. These activities may require standing for periods of time, transporting or arranging learning materials, working in spaces with varying noise levels.

You must be able to travel periodically within Nova Scotia and, on occasion, outside the province. Travel may involve locations not readily served by public transport and may occasionally affect regular working hours. The worksite location is flexible and may be located in any of the Emergency Management offices.
