SUMMARY:
The Essex County Nurse Practitioner-Led Clinic (ECNPLC) provides primary health care services to the residents of Essex, Amherstburg, Kingsville and Windsor.
ECNPLC is seeking a Manager of Service Operations to provide day-to-day operational leadership across its clinic sites. This is a key leadership position within a shared leadership model. The Manager of Service Operations will oversee daily clinical operations, staffing coordination, employee and patient concerns, labour relations, privacy, health and safety, and the maintenance of policies and medical directives.
The Service Operations
Manager will work closely with the Clinical Lead and Administration Lead and will be accountable to the Nurse Practitioner, Clinical Lead. If the successful candidate is a Nurse Practitioner, the position will also include a requirement to provide a defined portion of direct patient care, with the amount and scheduling of clinical time determined based on organizational and operational needs.
ROLE AND RESPONSIBILITIES:
Operations and Staffing
- Provides day-to-day operational oversight of all ECNPLC sites and supports consistent clinic operations.
- Manages daily staffing issues, sick calls, short-notice absences and coverage requirements.
- Reviews and coordinates vacation and leave requests in accordance with organizational policies and collective agreement requirements.
- Supports clinic flow, scheduling, access and operational problem-solving in collaboration with the Clinical Lead and staff.
- Acts as a management resource to staff and supports timely resolution of operational concerns.
- Coordinates site-based operational meetings and follow-up as required.
People, Labour Relations and Workplace Safety
- Participates in labour relations meetings and works with the HR Generalist and other leadership team members on employee relations matters.
- Participates in collective agreement interpretation, grievance processes and labour-management activities as required.
- Manages and responds to staff concerns and complaints in a timely, fair and documented manner.
- Leads or participates in health and safety meetings, workplace investigations and follow-up activities.
- Supports performance management, attendance management, accommodation processes and return-to-work planning in collaboration with the HR Generalist.
- Participates in recruitment, onboarding, orientation and performance processes as required.
Patient Relations, Privacy and Clinical Governance
- Receives, reviews and coordinates responses to patient complaints and service concerns.
- Acts as the organization’s Privacy Officer and oversees privacy policies, privacy education, incident response and required follow-up.
- Coordinates the development, review and maintenance of organizational policies and procedures.
- Works closely with the Clinical Lead to develop, review and maintain medical directives and clinical policies.
- Supports compliance with applicable legislation, professional standards, organizational policies and contractual obligations.
- Works collaboratively with the Clinical Lead on clinical risk, patient safety, quality and workflow concerns.
Clinical Practice - Nurse Practitioner Applicants
- If the successful candidate is a Nurse Practitioner, the role will include direct patient care as part of the position.
- Maintains a clinical practice within the ECNPLC at a level determined by organizational need while balancing management responsibilities.
- Provides primary health care within the Nurse Practitioner scope of practice and in accordance with College of Nurses of Ontario standards and ECNPLC policies.
- Works collaboratively with the Clinical Lead to ensure patient care responsibilities are integrated appropriately with operational leadership duties.
Leadership and Organizational Support
- Works collaboratively with the Clinical Lead and Administration Lead as part of the ECNPLC leadership team.
- Supports implementation of strategic priorities, quality initiatives and organizational change.
- Participates in external meetings or committees when operational representation is required.
- Performs other related management duties as assigned by the Clinical Lead.
Qualifications:
- Bachelor’s Degree in a health-related field with current registration in a regulated health profession
- Nurse Practitioner applicants must hold current RN(EC) registration and be a member in good standing with the College of Nurses of Ontario.
- Minimum of three to five years of progressive leadership or management experience in health care or primary care.
- Knowledge of clinical operations, privacy, occupational health and safety, human resources and labour relations.
- Experience working in a unionized setting is strongly preferred.
- Demonstrated ability to manage competing priorities, resolve conflict and make sound operational decisions.
- Excellent written, verbal, interpersonal and organizational skills.
- Proficiency with electronic medical records, computers and common software applications.
- Ability to work flexible hours and travel between ECNPLC sites as required.
- Current police clearance/vulnerable sector check.
