Overall Purpose
Reporting to the Program Manager, the Program Officer, ESL will be responsible for overseeing the day to day operations for a designated number of ESL sites to ensure:
- all program procedures and policies are being followed.
- curriculum resources are available and accessible.
- learner centred curricula are developed and learner needs addressed.
- hiring, coaching and development, supervision and evaluation of instructors and support staff.
Support the Program Manager and the ESL Co-ordinator in ensuring a high standard of quality programming within the available resources and operational guidelines of the applicable Ministry, TDSB and Department.
Summary of Duties
- Oversee the day-to-day operations of assigned ESL program sites for both school year and summer programs.
- Oversee the implementation of ESL curriculum and PBLA guidelines, supporting instructors in developing learner-centred curricula and sharing best practices.
- Responsible for supervision, hiring, training, development and performance evaluation of instructors and clerical staff including disciplinary actions.
- Ensure a full staff complement at assigned sites and coordinate the calling of staff to ensure class coverage.
- Conduct regular classroom observations; review instructor lesson and assessment plans and provide ongoing coaching and support with respect to current teaching methodologies and curriculum to incorporate best practices for Adult Education and ESL.
- Evaluate and visits programs with participants and instructors on a regular basis to assess whether they are meeting ESL, program and learning needs.
- Oversee learner intake, class enrolment, and waitlist management to meet programming needs, ensuring accuracy of class registers and monitoring attendance.
- Meet with learners who have attendance or performance problems to assess situation
- Provide learner attendance letters and certificates when necessary.
- Maintain and review class registers for accuracy including monitoring waitlists on a regular basis.
- Inform and ensure all staff comply with TDSB policies, procedures and requirements and provide support in compliance.
- Select resources (books, software, etc.) including online tools based on current curriculum needs and ensure all classes have access to adequate and appropriate classroom support.
- Provide ongoing in-person and online instructional professional development to ensure program meets current standards and best practices.
- Deliver orientation sessions to instructors including new and supply instructors as required.
- Collect and prepare monthly reports on program statistics e.g., attendance and promotion rates.
- Review on a regular basis the performance of clerical staff and provide necessary coaching and support to ensure sites are meeting TDSB customer service excellence expectations.
- Manage program facilities, including resolving plant issues, liaising with landlords, caretakers, and principals regarding school and external classroom space (e.g., churches, recreation centres).
- Maintain liaison with TDSB departments for jointly delivered programs and partnerships with community organizations.
- Determine new assignments in accordance with collective agreements for assigned sites in portfolio to meet the changing needs of the program.
- Participate in committees, projects, and professional development initiatives that enhance the Board s ESL profile.
- Mediate/resolve disputes as required.
- Ensure that all health and safety standards and any specific health related protective equipment are met within the portfolio of assigned sites.
- Plans and carry out emergency site evacuation drills on a regular basis.
- Coordinate administrative procedures such as payroll, materials fees collection, in accordance with TDSB policies and procedures.
- Manage and allocate resources and budgets for assigned classes and program sites.
- Maintain financial records including collecting, recording and depositing program fees.
- Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
- Update the Program Manager of any anticipated changes in programming in a timely manner.
- Maintain confidentiality of all learner and staff information and program directives.
- Other duties as assigned.
Qualifications
- Three year community college diploma in related discipline with at least three years of progressively responsible experience in ESL environment or an equivalent combination of education and experience.
- TESL Certification and training experience.
- Knowledge and understanding of adult education, current ESL practices and trends; PBLA and LMS systems.
- Demonstrated skills in financial management.
- Experience managing in a unionized environment.
- Familiarity with relevant Health and Safety legislation and requirement.
- Demonstrated strong and effective interpersonal and team building skills.
- Excellent oral and written communication and presentation skills.
- Proven ability to communicate effectively with a customer service focus; diplomacy and tact.
- Excellent organizational and management skills.
- Successful supervisory experience with strong leadership skills.
- Computer skills including word processing, database, spreadsheets, HR/Payroll and financial information systems; Google Suite, and online tools such as Zoom, Google Meets, etc.
- Knowledge related Board policies and procedures and collective agreement provisions.
- Demonstrated knowledge of and experience applyingthe CLB and PBLA.
- In-depth knowledge, experience and understanding of online program delivery and Learning Management systems.
- Proven ability in promoting equitable practices which value inclusiveness and diversity.
Special Requirements
- Provision of own vehicle for Board Business. Requires regular travel across the TDSB.
- Will be required to conduct site visits (this includes day, evening and weekend programs).
