Central Labrador Major Projects Office The Town of Happy Valley–Goose Bay is the main service hub for Labrador and proudly known as the Heart of Labrador. As the region’s center for government, transportation, health care, and essential services, the Town supports neighbouring communities and the wider region.
With significant major developments advancing — including the expansion at 5 Wing Goose Bay and the proposed Churchill River hydroelectric developments — the Town is preparing for substantial growth and increased demand on municipal services, infrastructure, and public safety. To support this work, the Town is creating the Central Labrador Major Projects Office (CL‑MPO).

Position Summary The Town of Happy Valley-Goose Bay is seeking an energetic and strategic leader to serve as Projects Manager of the CL‑MPO. This role will be fundamental in positioning the municipality to benefit from upcoming large-scale developments, including forecasted hydroelectric projects on the Churchill River and major infrastructure activity at 5 Wing Goose Bay, while mitigating associated risks.
Reporting to the CAO, the Projects Manager will administer the Town’s vision for the CL‑MPO, collaborate with the Labrador North Chamber of Commerce's Special Projects Office, and liaise with the Mayor and Council on public communication and advocacy matters.
Key Responsibilities
- Coordinate the Town’s work related to major developments, keeping tasks organized, on schedule, and aligned with the Town’s priorities.
- This position will help oversee infrastructure needs assessments by coordinating with consultants, gathering key information, and identifying the Town’s infrastructure needs related to major developments.
- Act as the main point of contact with project teams involved in major developments, ensuring the Town’s interests and concerns are clearly communicated.
- Work with technical specialists by helping procure services, organizing their work, and ensuring deliverables meet the Town’s needs.
- Build positive working relationships with government departments, regional stakeholders, industry proponents, and local organizations involved in major development planning.
- Collaborate with the LNCC Special Projects Office on business readiness activities, workshops, and local procurement opportunities.
- Manage reporting requirements for contribution agreements, including financial updates, claims, and progress summaries.
- Prepare clear and accessible community updates on project activities, assessments, and milestones.
- Support community engagement by meeting with stakeholders, gathering feedback, and helping identify opportunities and challenges for the Town.
- Ensure local organizations and vulnerable populations have opportunities to participate in project discussions.
- Work with regional partners to understand project impacts and identify municipal needs.
- Help develop studies and reports on regional infrastructure gaps and turn findings into practical recommendations for the Town.
Qualifications
Education and Experience
- Post-secondary education in business administration, project management, community development/planning, or a related field.
- Minimum five to seven years of progressively responsible experience in project management, government relations, or economic and community development.
- Demonstrated experience working with government programs and funding streams.
- Knowledge of northern or remote community development issues; experience in Labrador is a significant asset.
- Familiarity with major development planning, infrastructure coordination, or related fields is an asset.
- Experience working with diverse stakeholder groups in a respectful, collaborative manner.
- Professional Project Management designation (PMP or equivalent) is an asset.

- Strong written and oral communication skills with demonstrated ability to prepare reports, briefings, and presentations for diverse audiences.

Working Environment and Conditions

This position is based in Happy Valley-Goose Bay, though travel within and outside of the province may be required 1-2 times annually.
