This position exists to investigate public sector unfair labor practices (ULP) under the Public Employment Relations Board’s jurisdiction pursuant to the Public Employment Labor Relations Act (PELRA, Minn.

This temporary position works closely with the PERB Executive Director/General Counsel, Board members, and other Investigators to analyze and interpret statutes, recommend actions, as well as develop and implement Board policy and decisions in the areas of ULP cases. 2) respond to inquiries related to filing a ULP charge and technical assistance; PERB stakeholders include public sector unions and their representatives, public sector employers and their representatives, public sector employees, members of the labor relations community, public officials, and members of the public. This position is eligible for a hybrid telework arrangement. With a telework arrangement,



onsite attendance will be required for team members or as requested by management to meet business needs.

Completion of a telework agreement will be required. Please review the Telework Policy for details. Three years of experience performing legal analysis, investigations, or closely related experience in the labor relations field.

Proficiency with Microsoft Word, Teams, and Excel. Organizational and project management skills sufficient to manage several investigations and inquiries at various stages. Knowledge and experience with legal research and tools necessary to conduct complex investigations including skills to effectively communicate and elicit information from parties.

Skills to provide prompt, complete, and accurate information to parties and other stakeholders in person, on the phone, and through e-mail or other written correspondence. Knowledge and/or experience working with PELRA or the National Labor Relations Act (NLRA). Knowledge and/or experience working with Minnesota Government Data Practices Act.
