Senior Functional Lead – ERP Project

Part time Contract
Work arrangement: Primarily remote
Weekly hours: 20–25 hours; actual hours may vary based on project requirements and milestones.
Contract duration:18–24 months The Senior Functional Lead will provide senior-level functional leadership across multiple ERP workstreams, including Finance, Payroll, Human Capital Management (HCM), and Procurement.
This individual will serve as a trusted functional advisor to the City, reviewing and validating functional designs, supporting decision-making, resolving functional conflicts, and helping prepare the organization for testing, data conversion, and training.
This is a client-side functional leadership position—not a technical configuration, software development, or overall project management role.
Key Responsibilities
- Provide senior functional leadership throughout the City's Workday ERP implementation.
- Represent the City's business interests when working with the System Implementor.
- Collaborate with City functional leads, departmental stakeholders, and subject-matter experts.
- Support functional workstreams across Finance, Payroll, HCM, and Procurement.
- Review and validate functional designs, business requirements, and configuration decisions.
- Challenge proposed solutions when they do not adequately address City business needs.
- Identify and resolve cross-functional issues, conflicts, dependencies, and implementation risks.
- Facilitate functional discussions and support consensus-building among departments.
- Provide recommendations and decision support to City project leadership.
- Track functional decisions, dependencies, and escalations.
- Support end-to-end testing readiness and functional validation.
- Support data-conversion readiness and validation activities.
- Support training readiness across affected business areas.
- Work collaboratively with the System Implementor while maintaining the City's independent interests.
- Escalate complex functional issues and present options for resolution.
Required Qualifications
- Minimum 10 years of senior functional leadership experience on ERP implementations.
- At least one public-sector ERP implementation completed or substantially underway within the past five years.
- Experience leading at least two functional areas on the same ERP implementation, selected from:
- Finance
- Payroll
- Human Capital Management (HCM)
- Procurement
- Experience must be from the client or implementing-organization side, rather than solely from an ERP software vendor or System Implementor.
- Demonstrated ability to review functional designs and configuration decisions.
- Experience resolving functional conflicts, dependencies, and stakeholder disagreements.
- Ability to work effectively with business stakeholders and an ERP System Implementor.
- Availability for approximately 20–25 hours per week throughout the engagement.
- Willingness to travel to Victoria, BC, when requested by the City.
Preferred / Rated Qualifications
- Workday implementation experience.
- Workday experience across Finance, Payroll, HCM, and Procurement.
- Canadian municipal or local-government ERP implementation experience.
- Experience working alongside an ERP System Implementor.
- Experience representing the client organization during ERP transformation.
- Experience with testing, data conversion, and training readiness.
- Relevant professional education, training, or certifications.
- Strong communication, facilitation, conflict-resolution, and decision-support capabilities.
