Position Overview The Senior GIS Developer is responsible for designing, developing, administering, and supporting enterprise Geographic Information System solutions, with a primary focus on Esri ArcGIS Utility Network. This role bridges GIS technology and utility operations by developing scalable geospatial solutions, maintaining Utility Network data and topology, creating custom tools, and integrating GIS with critical enterprise operational systems.

The Senior GIS Developer leads technical activities involving ArcGIS Pro, ArcGIS Enterprise, enterprise geodatabases, Utility Network migration, system integration, automation, release management, and performance optimization. This position partners with customer stakeholders, engineering teams, information technology teams, and project leadership to translate operational requirements into secure, reliable, and maintainable GIS solutions.

Utility Network Implementation & Administration

- Lead the installation, configuration, deployment, and administration of ArcGIS Pro within an ArcGIS Utility Network environment.
- Configure, publish, manage, and maintain Utility Network services, features, topology, subnetworks, and related components.
- Support the design and implementation of Utility Network models for electric, gas, water, or other utility environments.
- Perform data migration from legacy geometric networks to the ArcGIS Utility Network model.
- Configure and maintain network rules, attribute rules, terminal configurations, associations, and network topology.
- Validate Utility Network data integrity and troubleshoot topology, tracing, editing, and publishing issues.
- Administer branch versioning and named versioning workflows.
- Develop procedures and standards for Utility Network maintenance, editing, validation, and administration.
- Support ongoing upgrades, patches, enhancements, and platform lifecycle activities.

GIS Development & Customization

- Design, develop, test, and maintain custom geospatial applications, tools, add-ins, and workflows using the ArcGIS Pro SDK for .NET.
- Develop, optimize, and maintain ArcPy and Python scripts for automation, data processing, quality assurance, migration, and geoprocessing.
- Create custom workflows that streamline Utility Network data editing, validation, tracing, and operational processes.
- Develop reusable libraries, templates, and components that improve GIS development efficiency and consistency.
- Support development of server object extensions, server object interceptors, Web APIs, and .NET integrations when required.
- Conduct code reviews and ensure solutions comply with established development standards.
- Troubleshoot and resolve software defects, integration issues, and performance concerns.
- Maintain explicit technical documentation for custom applications, scripts, configurations, and workflows.

Enterprise GIS Architecture

- Design and support scalable enterprise GIS architectures aligned with customer technology and operational requirements.
- Administer ArcGIS Enterprise components, including Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store.
- Support high-availability ArcGIS Enterprise environments when applicable.
- Architect and manage enterprise geodatabases hosted on Microsoft SQL Server.
- Administer ArcSDE connections, permissions, versioning, replication, data access, and database configurations.
- Support GIS infrastructure planning, capacity management, upgrades, and environment modernization.
- Evaluate technical options and recommend appropriate architecture based on performance, scalability, availability, security, and maintainability.
- Collaborate with infrastructure, cloud, security, and database teams to support reliable enterprise GIS operations.

Enterprise Geodatabase Administration

- Administer enterprise geodatabases and associated SQL Server environments.
- Configure and maintain user roles, permissions, schemas, connections, and security controls.
- Monitor database health, storage, performance, indexing, and query execution.
- Perform performance tuning for enterprise geodatabases and GIS services.
- Develop and execute database maintenance, backup, recovery, and data validation procedures.
- Troubleshoot database locking, versioning, reconciliation, posting, compression, and performance issues.
- Maintain standards for geodatabase configuration, change control, and documentation.
- Coordinate with database administrators to ensure GIS database environments meet operational requirements.

System Integration

- Lead integration efforts between GIS and enterprise operational systems.
- Design and support integrations involving Enterprise Asset Management, Outage Management, and Advanced Distribution Management systems.
- Develop and maintain REST APIs that support secure and reliable data exchange between GIS and external platforms.
- Integrate ArcGIS Enterprise and ArcGIS Online services with customer applications and operational workflows.
- Develop data transformation, synchronization, validation, and error-handling processes.
- Support real-time and scheduled integration patterns based on business requirements.
- Collaborate with enterprise architects, developers, vendors, and customer stakeholders to define interface requirements.
- Monitor integration performance and resolve data consistency or connectivity issues.
- Document interface specifications, dependencies, security requirements, and operational support procedures.

ArcGIS Online & Web Services

- Configure, publish, and maintain ArcGIS Online services, hosted feature layers, maps, applications, and related content.
- Administer user access, groups, sharing settings, service permissions, and content governance.
- Develop and maintain REST-based GIS services and integrations.
- Ensure web services are appropriately secured, documented, and optimized.
- Support service publishing, versioning, configuration, and lifecycle management.
- Monitor service availability, usage, performance, and dependencies.
- Troubleshoot service failures, authentication issues, and data synchronization concerns.

Release Management & DevOps

- Manage source code repositories and branching strategies using Git, Azure DevOps, GitHub, SVN, or similar platforms.
- Develop and maintain release management procedures for GIS applications, scripts, services, and configurations.
- Coordinate deployments across development, testing, quality assurance, and production environments.
- Support continuous integration and continuous delivery pipelines for GIS solutions.
- Maintain deployment scripts, release notes, rollback procedures,



and environment documentation.
- Ensure technical changes are reviewed, tested, approved, and deployed in accordance with change management standards.
- Collaborate with project, engineering, and IT teams to align GIS delivery with software development lifecycle practices.
- Identify opportunities to automate testing, deployment, validation, and environment management activities.

Solution Design & Requirements Analysis

- Collaborate with business, operations, engineering, and technical stakeholders to gather and document GIS requirements.
- Translate business and operational requirements into technical designs and implementation plans.
- Facilitate technical discovery sessions and solution design workshops.
- Analyze existing GIS workflows, data models, and system integrations to identify improvement opportunities.
- Develop technical specifications, architecture diagrams, data mappings, and implementation documentation.
- Evaluate proposed changes for technical feasibility, operational impact, security, performance, and maintainability.
- Present solution recommendations to technical and non-technical stakeholders.
- Ensure technical designs support customer objectives and project scope.

Data Migration & Quality Management

- Plan and execute migrations from legacy geometric network environments to ArcGIS Utility Network.
- Use Esri migration tools and custom scripts to transform, validate, and load GIS data.
- Develop data mapping, cleansing, reconciliation, and quality assurance procedures.
- Identify and resolve data integrity, topology, schema, and relationship issues.
- Establish validation criteria and migration acceptance standards.
- Produce migration reports, exception logs, and remediation plans.
- Support testing and customer validation of migrated data.
- Maintain repeatable migration methods, documentation, and reusable assets.

Technical Leadership & Consulting

- Serve as a senior technical advisor to customers, project teams, and internal stakeholders.
- Provide technical guidance related to ArcGIS Utility Network, enterprise GIS architecture, integrations, and development.
- Lead technical discussions, design reviews, troubleshooting sessions, and solution demonstrations.
- Mentor developers, analysts, consultants, and customer technical resources.
- Review technical deliverables for accuracy, quality, performance, and compliance with standards.
- Identify technical risks and recommend mitigation strategies.
- Support estimates, statements of work, proposals, and technical sales activities as needed.
- Maintain a customer-focused consulting approach throughout project delivery.
- Build trusted relationships with customer technical, operational, and engineering stakeholders.

Documentation, Knowledge Transfer & Training

- Create and maintain solution designs, configuration guides, development standards, support procedures, and user documentation.
- Develop technical runbooks for administration, deployment, troubleshooting, and recovery.
- Conduct knowledge transfer sessions for customer administrators, developers, editors, and support teams.
- Prepare training materials, demonstrations, and technical presentations.
- Contribute reusable content to internal knowledge bases and delivery repositories.
- Document lessons learned and recommend improvements to future implementations.
- Promote knowledge sharing across project and practice teams.

Project Delivery & Continuous Improvement

- Complete assigned technical deliverables accurately, on time, and within established project expectations.
- Communicate progress, risks, issues, dependencies, and technical decisions to project leadership.
- Participate in project planning, status meetings, technical reviews, testing, and customer acceptance activities.
- Follow Auritas Professional Services processes, delivery methodologies, and documentation standards.
- Recommend improvements to GIS architecture, development practices, operational workflows, and delivery methods.
- Stay current on Esri technologies, Utility Network capabilities, cloud platforms, DevOps practices, and utility industry trends.
- Participate in internal initiatives, technical communities, and professional development activities.
- Perform other duties as assigned.

Required Knowledge, Skills, and Abilities

- Advanced hands-on experience with ArcGIS Utility Network configuration, administration, publishing, topology, tracing, editing, and data management.
- Strong proficiency with ArcGIS Pro SDK for .NET.
- Advanced proficiency with ArcPy and Python for GIS automation and data processing.
- Expert-level knowledge of Microsoft SQL Server, enterprise geodatabase administration, and ArcSDE.
- Experience migrating data from geometric networks to ArcGIS Utility Network.
- Experience configuring network rules, attribute rules, subnetworks, associations, terminals, and network topology.
- Strong knowledge of branch versioning and named versioning.
- Experience administering ArcGIS Enterprise, including Portal, ArcGIS Server, and ArcGIS Data Store.

Education and Experience

- Bachelor’s degree in Computer Science, Geography, Geographic Information Systems, Engineering, Information Technology, or a related field required.
- Master’s degree in a related discipline preferred.
- Seven (7) to eight (8) years of progressive GIS development experience required.
- Significant hands-on experience with ArcGIS Utility Network required.
- Demonstrated experience with enterprise GIS architecture, development, administration, and system integration required.
- Experience with Utility Network migration from geometric network environments required.
- Experience developing custom tools using ArcGIS Pro SDK and ArcPy required.
- Experience administering Microsoft SQL Server enterprise geodatabases and ArcSDE required.
- Experience integrating GIS with enterprise operational systems such as EAM, OMS, or ADMS required.
- Experience supporting ArcGIS Enterprise and ArcGIS Online environments required.
- Experience working within utility, consulting, engineering, or professional services environments strongly preferred.
- Equivalent combinations of education, certifications, training, and relevant experience may be considered.

Work Environment

This position primarily operates in a professional office, remote, hybrid, or customer-site environment and routinely uses computers, GIS platforms, development tools, database systems, cloud technologies, and virtual collaboration platforms.

The role requires frequent collaboration with customers, utility operations teams, engineering teams, developers, database administrators, project managers, and technology leadership. Work outside standard business hours may occasionally be required to support deployments, system maintenance, production issues, or customer deadlines.

Occasional local or domestic travel may be required based on project and customer needs.
