Senior .NET Developer – ELMS

Elections Saskatchewan (ESK) is seeking an experienced Senior .NET Developer to lead the technical delivery of prioritized enhancements to its online financial reporting application, ELMS (Election and Leadership Management System).

The selected resource will work with ESK's internal team and business users and will be responsible for designing, developing, testing, documenting, and supporting the deployment of approved ELMS enhancements.

The successful candidate will work on a complex, business-critical .NET application and ensure that all changes are secure, supportable, fully documented, and maintainable by ESK IT resources.

Key Responsibilities

- Review, clarify, estimate, and prioritize application enhancements with ESK.
- Develop and maintain delivery plans identifying dependencies, risks, assumptions, and completion dates.
- Lead technical design and development of approved ELMS enhancements.
- Develop application code following established architecture, coding, security, source-control, and change-management practices.
- Maintain development scripts and Azure DevOps build and release pipelines.
- Support deployments across Development, Test, UAT, Staging, and Production environments.
- Prepare technical documentation, deployment instructions, configuration documentation, and release notes.
- Maintain source code, configuration information, technical documentation,



and project artifacts in designated repositories.
- Develop and maintain APIs.
- Analyze and modify applications containing tightly coupled and complex business rules.
- Enhance existing production applications without destabilizing released functionality.
- Mentor developers to support ongoing application maintenance and enhancements.

Required Qualifications

- 10+ years of .NET development experience.
- Solid hands-on experience with:
- C#
- ASP.NET MVC
- ASP.NET Core
- Razor View Engine

- Entity Framework / Entity Framework Core
- AutoMapper
- jQuery
- Bootstrap

- Experience developing and supporting applications using a current supported version of .NET.
- .NET 10 experience preferred.
- Proven experience delivering enhancements to complex, business-critical .NET applications.
- Experience analyzing and modifying applications with complex or tightly coupled business rules.
- Experience with API development and maintenance.
- Experience with Azure DevOps / DevOps CI/CD pipelines.
- Experience with build and release pipeline configuration.
- Experience with branch/merge management and approval gates.
- Strong analytical and problem-solving skills.
- Excellent communication and technical documentation skills.




- Experience mentoring developers.

Preferred Qualifications

- Experience with ReactJS or AngularJS.
- Entity Framework code-first migrations across UAT, Stage, and Production.
- Telerik UI for ASP.NET component development and version maintenance.
- SQL Server Reporting Services (SSRS) report development, modification, and validation.
- Experience working with complex, legislated business rules.
- Experience with financial or regulatory reporting applications, including:
- Contributions

- Receipting

- Experience working within tight, fixed delivery deadlines.
- Experience mentoring developers for long-term application maintenance.

ELMS Application

ELMS (Election and Leadership Management System) is Elections Saskatchewan's online financial reporting application for political entities. It is the single filing point for:

- Candidate election returns
- Political party returns
- Fiscal period returns
- Election expense returns

ELMS has been upgraded to .NET 10, including database changes through code-first migration, workplace/database naming conventions across UAT, Stage, and Production, and CI/CD build and release pipelines in Azure DevOps.
