Reporting to the Director, the Technical Specialist provides the following key technical services in support of CNSC Operations within technical area of specialization:
- Regulatory oversight of the cyber security program at nuclear facilities
- Review and assess submissions from nuclear facilities for compliance with cyber security related regulatory requirements
- Assist and perform cyber security inspections and other related technical inspections as a subject matter expert or lead subject matter expert
- Review licensees events from a cyber security perspective
- Prepare reports, guides, procedures, and other documents that contribute to the development of regulatory documents and standards
- Participate in or lead various projects related to the mandate of the Systems Engineering Division
- Attend and participate in national and international technical and scientific meetings and organizations
- Support or lead cyber security assessments for pre-licensing vendor design reviews, reviews of the construction and operation license applications for new nuclear facilities, and assess the design of systems and components for new nuclear reactors facilities
Essential Qualifications:
Education:
Bachelor of Science or Engineering in one of the following: Computer science, Electrical or Electronic Engineering, Systems Engineering, Telecommunications, Cyber security or Computer security, or a closely related field.
Language Requirements:
English Essential
Experience:
- Performing or reviewing cyber security threat and risk assessments for operational technologies and critical information systems. Experience with cloud based systems is desirable.
- Designing, implementing, maintaining, and assessing cyber security programs at a nuclear facility, another critical infrastructure environment, or regulatory authority
- Designed, implemented or assessed defensive computer security architectures, and cyber security measures at a nuclear facility, another critical infrastructure environment, or regulatory authority.
- Designing, implementing, maintaining, or assessing operational technology (e.g., computer-based industrial control systems and communication networks) at a nuclear facility, at another critical infrastructure environment, or at a regulatory authority. Experience coordinating third-party security assessments, penetration tests, and independent reviews is desirable.
- Leading or participating in technical inspections, audits, evaluations or operations related to cyber security, at another critical energy infrastructure environment, or at a regulatory authority
- Experience in cyber security incident response (e.g., detect, analyze, contain, eradicate and recover)
- Experience developing cyber security governance (e.g., policies, plans, procedures, and guidance) is desirable.
- Experience providing expert cybersecurity advice and recommendations to senior management, project teams, and business stakeholders on security risks, mitigation strategies, and compliance requirements is desirable
Knowledge of:
- Computer-based industrial control systems, networks and protocols
- Cyber security program and measures
- Cyber security or information protection standards and guidance
- Engineering of industrial control systems or communication devices
- Operational technology used in physical protection systems (e.g., access control, alarm monitoring)
- Operational technology used in Canadian nuclear power plants.
- Network hardware, protocols, design, configuration, and management.
- Firewalls, unidirectional gateways, network intrusion detection, SIEM.

Asset Qualification:
- Experience in use of forensic tools, threat hunting, log analysis, and security monitoring using Security Information and Event Management (SIEM) tools to identify and respond to emerging threats is desirable.
- Experience in cyber security program, cyber security architecture, threat and vulnerability analysis, forensic, auditor or security software
- Experience at nuclear power plants or related industries
- Experience in industrial data communications and IT networks and/or IT security
- Experience in cyber security incident plan, response and/or drill and exercise
- An advanced degree (Master or Doctorate) in a cyber security related field or a Certificate related to cyber security.
Operational Needs: All CNSC staff are subject to the Mobility Directive.
Some International and domestic travel will be required.
Some overtime may be required.
