Provides technical expertise and coordination for transportation programs involving multiple design and building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities.
Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties
Transportation Specialist I
- Assists in prioritizing and scheduling projects.
- Conducts immediate inspection of damaged bridges, determines necessity of temporary or permanent repairs and notifies maintenance personnel; makes recommendations for the closing of bridges.
- Develops and monitors budgets.
- Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment.
- Implements the Vegetation/Herbicide Program.
- Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
- Inspects roadways and evaluates road conditions.
- May serve as a lead worker and the related tasks.
- Performs field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems.
- Trains and makes training-related recommendations to staff on new operations.
Transportation Specialist II In addition to the duties listed above
- Coordinates maintenance material purchasing.
- Represents the Department at various meetings.
- Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.
- Reviews and maintains files which indicate the condition of the bridge inventory and documents compliance with bridge inspection manuals.
Minimum Qualifications Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience
Transportation Specialist I: 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
Transportation Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
(Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications
Commercial Driver's License (CDL) Class A with "N" endorsement

- Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
- Planning, assigning, directing, coordinating and reviewing the work of skilled, administrative and technical employees

- Subject to outside environmental conditions; no effective weather protection

- Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs

Position Information The Hondo Maintenance Office is located in Medina county just west of San Antonio. Our Maintenance personnel are responsible for maintaining over 800 lane miles, including the major corridors on US 90 and IH 35. We use practices such as base repair, maintainer level up, pothole repair,

Annual Salary Ranges
Transportation Specialist I (B19): $48,244- $76,028
Transportation Specialist II (B20): $51,158- $81,351
This position is for a Transportation Specialist I or II depending on business needs and applicant qualifications. TxDOT reserves the sole right in determining the level of position based on business needs and the applicant's work experience, education, skill level and all other appropriate factors.
