The Manager supervises Nurses at the Level 4 or 5 classification/wage rate and leads large assigned clinical operations or program services, including management of service contracts with contracted agencies.Through leadership and resource management, the Manager oversees operational and administrative activities of a clinical operation or program service, or supports clinical services as provided through contracted agencies. The Manager fosters an environment that empowers staff to provide safe, quality care and ensures service contracts meet performance criteria.Maintains effective communications and, where applicable, prioritizes the status of clinical services objectives.



Delivers services effectively and efficiently across sites or community areas through consultative advice on design, policies and procedures, and contract management.Chairs and/or participates on committees; prepares status reportsto update the Director(s) and implements approved recommendations. Participates in strategic operational initiatives, project planning, and development of short and long‑term tactical plans.Acts as a resource to care teams, providing expert consultative advice to other health care practitioners and supporting assigned clinical operations, program services or service contracts.Acts as an advocate for patients/families and ensures compliance of the complaint review and audit process. Coordinates or facilitates research initiatives and identifies emerging best practices and technologies for integration into operations.Participates in the development and maintenance of administrative and clinical information systems and ensures reporting requirements are met.Ability to manage multiple priorities and lead change in a complex health system.ResponsibilitiesManages resources through the development of operating and capital budgets, reviews expenses, and liaises with contracted agencies to establish action plans.Provides leadership to foster an environment that supports engagement, innovation, and safe, quality care; provides direct supervision to Nurses at the Level 4 or 5 classification/wage rate.Recruits, mentors, and provides regular feedback for leadership development and performance improvement.Assesses workplace indicators (retention, engagement, safety, absenteeism, overtime) and establishes department objectives and action plans.Drives quality care, identifies risks, and acts as a change agent to support innovation and continuous improvement.Ensures operational and service contract plans meet professional standards and contractual obligations; investigates complaintsor grievances; represents the department in third party venues.Maintains relationships with medical staff and other departments; coordinates shared resources across sites.Participates in strategic planning, project execution,



and development of tactical clinical/operational plans; manages cross‑site reporting to multiple Directors.Acts as a resource for care teams and other health care practitioners; provides expert consultation as needed.Advocates for patients/families; ensures compliance withcomplaint review and audit processes.Supports research initiatives and identifies opportunities to integrate best practices and new technologies.Contributes to development and maintenance of information systems and regulatory reporting.Chairs or participates on committees; follows up on recommendations and communicates outcomes to leadership.Contributes to contingency planning for essential services.Keeps Director(s) informed of significant events and activities in the areas of responsibility.QualificationsCompletion of an undergraduate degree in health sciences or related field, plus seven (7) years’ recent related experience, including two (2) years in a leadership role; or an equivalent combination of education, training and experience.COMPETENCIESDemonstrates the Fraser Health Leadership Framework of Clear, Caring and Courageous leadership and creates conditions for success.Professional/Technical CapabilitiesExcellent oral, written and presentation skills.Knowledge of clinical health care practice, education and program planning, development, implementation and evaluation.Ability to plan, prioritize and carry out projects.Knowledge of department management processes under collective agreements.Budget planning and preparation principles and methods.Innovative approaches to service delivery and program issues.Knowledge of research methodology, practices and techniques.Strong investigative, analytical and problem-solving skills.Ability to work under pressure and with changing priorities and deadlines.Knowledge of information systems applications and tools.About Fraser HealthFraser Health serves more than two million people in Metro Vancouver and the Fraser Valley, on traditional lands of the Coast Salish and Nlaka’pamux Nations, with 32 First Nations within the Fraser Salish region.
