Starting Rate: $103,635 annually
Salary Range: $103,635 - $121,238 annually
Hours of Work: 37.5 hours per week
Location: 70 Pine Street, Bracebridge, subject to change based on operational requirements.
Classification: Management, Class M3
Status: Temporary full-time (up to 18 months)

The Opportunity:
As part of the District’s homelessness response and community services program delivery, the new position of
Manager, Outreach and Partnerships directs, develops, manages, and administers the District’s Mobile
Outreach Services (MOS) which provide mobile and community-based person-centered outreach and support
to individuals and households who are experiencing, or are at risk of, homelessness in urban and rural
communities of Muskoka.

Providing leadership and subject matter expertise, the Manager will implement a housing-focused, trauma-
informed, harm-reduction and strengths-based approach for the team, recognizing that homelessness in rural
communities may be less visible. The Manager will oversee the provision of crisis response, system
navigation, advocacy and follow-up for those not currently connected to services. The Manager will work
closely with municipal programs, emergency services, income support organizations, health and mental health
providers, Indigenous and community organizations, housing providers, landlords and other service partners to
improve access to housing and supports. The Manager is responsible to develop, maintain, or enhance
effective partnerships with public and private entities related to mobile outreach service delivery.





What you will do:
• Manage and coordinate all program aspects of the mobile outreach services to ensure proactive

connection to services, supports and resources including but not limited to, mental health and addictions,
fire prevention, housing and social supports to individuals and households in alignment with the District’s
strategic plan.

- Develop, expand and coordinate effective partnerships with community program providers to optimize

mobile and community-based service delivery.
- Manage and develop employees in a manner consistent with District values, policies and procedures

including selection, work scheduling, training and performance evaluation.
- Research best practices to lead and/or make recommendations on service model, operational plan,

program policies and procedures, emerging innovations, and funding opportunities related to mobile
outreach.

- Develop program evaluation strategy including performance metrics in alignment with funding requirements

to track program outcomes and budgets and identify continuous improvement opportunities.
- Set standards and ensure complete, accurate and up-to-date files, program records and statistics ensuring

protection of privacy and compliance with evaluation frameworks.
- Other duties and responsibilities as assigned.

What you will need:
• Graduation from a 3-year post-secondary degree program in a related area (such as social sciences, social

work, business administration, health services or community planning) or equivalent combination of
education and experience.

- Four years of progressive experience in a related field, including directly related supervisory, stakeholder

relations and program development experience.
- Knowledge of the social determinants of health, social assistance programs, homelessness prevention

programs, and other related human services programs,



with particular focus on people at risk of or
experiencing homelessness.

- Experience working in multi-stakeholder environments (e.g. delivering community consultation,

engagement, and organization), within at least one of the following areas: public, private and/or community
organizations.

- Proven ability to accomplish performance objectives in a corporate team environment, exhibiting strong

communication (written, oral and interpersonal), analytical, public relations, organizational, project/time
management and team building skills.

- Effective at building and motivating teams, with proven ability to relate effectively with clientele.

- Self-directed individual with excellent written and verbal communication.

- Highly developed conflict resolution, problem solving, facilitation and communication skills.
