Primary Objective The Battalion Chief of Logistics and Professional Standards will be responsible for the planning, development, implementation, maintenance, and evaluation of the logistics and professional standards programs for the Excelsior Fire District, in a fashion that commands the respect and confidence of district personnel, neighboring departments, and the citizens we serve. Providing leadership to all officers and firefighters, ensuring general supervision in suppression and emergency response. During the absence of the Chief or Deputy Chief for any extended period of time, the Battalion Chief will assume the duties and responsibilities of the Deputy Fire Chief.
Essential Functions &
- Responsibilities
- Serves as the logistics coordinator for the Excelsior Fire District under the direction of the Fire Chief, administering and delivering the district’s SCBA, quartermaster and PPE, medical supply, hazmat/LSU, and boat and water programs.
- Administers the district’s scheduling and staffing software. Manages the duty crew shift bidding process under district guidelines, monitors coverage and vacancies, approves schedule changes and trades, and reports staffing trends to the Deputy Fire Chief.
- Coordinates annual SCBA fit testing, PPE issue and inspection under NFPA 1850, air monitoring equipment calibration, and the outside agency turnout gear cleaning contract.
- Ensures incident reports are complete, accurate, and submitted on time, audits report quality, trains members on reporting requirements, and manages records management software configuration.
- Serves as the professional standards coordinator for the district, supporting CPSE/CFAI self-assessment, Community Risk Assessment, and the Standards of Cover.
- Analyzes fire and EMS response time data. Produces recurring performance and call volume reporting for the Fire Chief and member cities.
- Maintains individual firefighting skills, including physical conditioning.
- Stays abreast of developments in the firefighting field and changes in related laws and ordinances.
- Functions as the Duty Officer while on shift. Works on a rotating schedule with two other battalion chiefs.
- Serves as the battalion chief for Station 2 - managing the Station 2 captains and acting as the primary contact for Station 2 matters.
- Responds to all alarms of fire and such other emergencies when possible. Assumes command of emergency responses, establishing an Incident Command System.
- Maintains a due regard for safety and welfare of the district personnel and the public at all times.
- Assists in the budget process, specifically for logistics and professional standards, but may also include the operational budget and the capital improvement plan.
- Assists with purchasing equipment and materials for their area. Reviews requisitions, research suppliers and alternate items as appropriate and makes or recommends purchases in line with budget limitation.
- Establishes and reviews the annual goals and objectives for the overall district with a specific emphasis on overall district, specific station, and specialized operations training for the fire district.
- Provides information and assistance for an annual report to include specific information related to logistics and professional standards of the fire district.
- Positively represents the Fire District at civic and public venues, attends EXFD Board meetings and city council meetings as needed, and represents the District on commissions or committees as assigned.
- Conducts performance evaluations, ensures effective communications, reviews problems and reports maintenance or personnel problems to the Deputy Fire Chief.
- Assigns duties to employees under his or her command, suspends or otherwise disciplines employees as necessary.
Makes recommendations relating to the hiring, transfer, suspension, promotion, discharge, assignments, rewards, or discipline of subordinate personnel.
- Assists in the recruiting, hiring, and evaluation of firefighter candidates for the fire district.
- Reviews and makes recommendations of any problems with response to emergency calls.
- Attends extra trainings and/or meetings that are required for this position, including State, County, and Mutual Aid meetings.
- Prepares written reports and maintains accurate records.
- Strives to improve morale within the district and improve working relations with other agencies.
- Carries out duties in conformance with Federal, State and City laws and ordinances.
- Performs such other related work as the Fire Chief or Deputy Fire Chief may direct.
Qualifications
- Minimum Degree: Associate degree in fire science, public administration/public safety, or closely related field.
Equivalent combination of education and experience may be substituted.
- Experience: Five (5) years of progressive fire service experience with two (2) years of supervisory or command experience in a firefighting setting.
- Certifications: Firefighter 1 and 2, EMT or EMR, Blue Card, Fire Apparatus Operator (or within 1 year), Fire Officer 1 & 2.
- Logistics Competencies: Familiarity with fire service scheduling and staffing software and records management systems (First Due). Working knowledge of NERIS incident reporting and data quality auditing. Familiarity with NFPA 1850 PPE program requirements, SCBA and cascade system maintenance and annual fit testing, and air monitoring equipment calibration.
- Professional Standards Competencies: Ability to analyze response time and deployment data and present findings to a non-technical audience. Experience developing or maintaining written policy or standard operating guidelines. Familiarity with fire and EMS quality assurance review.
Experience investigating complaints and following progressive discipline policy.
- Preferred Qualifications: Fire Officer 3 or CPSE Fire Officer designation
- National Fire Academy courses (Managing Officer, Executive Fire Officer, Quality Management, Community Risk Reduction)
- Fire Instructor 1 & 2; paramedic licensure
- CPSE/CFAI accreditation experience
- CFAI peer assessor
- GIS or spatial analysis experience.

- Performance Analysis: Ability to analyze response time, deployment, and call volume data, draw defensible conclusions, and present them to the Fire Chief.
- Tactical Knowledge: Thorough knowledge of principles, practices, procedures, and equipment used in modern firefighting.

- Directing: Considerable knowledge of effective methods of planning, training, assigning, and directing personnel/equipment for productive use.
- District Geography &
- Rules: Considerable knowledge of rules/regulations of the fire district, geography of cities, street locations, principal buildings, and hydrants.
- Technical Competencies: Incident Command Systems, Building Construction, Fire Behavior, Fireground Tactics, Hazardous Materials Technician, Strong Communication Skills, Apparatus Operations, and Fire District Operations.
TOOLS AND EQUIPMENT USED
- Emergency medical equipment including automatic external defibrillator (AED), hydraulics, electric and air-operated rescue tools, fire apparatus, fire pumps, hoses and other standard firefighting equipment, ladders, radio, pager, computers, and phones.
Working Requirements
- Physical Demands: Each applicant/member must be able to perform the physical requirements and position-related tasks.
- Work Environment: Performed primarily in office, vehicles, and outdoor settings in all weather conditions, during day and night shifts.
High exposure to emergency stress, loud noise, smoke, noxious odors, fumes, chemicals, solvents, oils, moving parts, high places, wetness, electric shock risk, and vibration.

- Appointees will be subject to completion of a standard probationary period of 1 year.
