The Opportunity

FuntoNetwork is seeking a Business Analyst - Level 3 for upcoming project opportunity: IT Specialized Services (TBIPS).

Core Responsibilities

- Execute the Business Analyst - Level 3 scope for IT Specialized Services (TBIPS): Deliver the Business Analyst - Level 3 workstream against the TBIPS task authorization, security, documentation, quality, and acceptance requirements.
- Collect, validate, normalize, and document the source data, assumptions, business rules, performance measures, and analysis method.
- Perform the required analysis, modeling, estimates, scenarios, reconciliations, or requirements mapping and retain reproducible working papers.
- Review findings with stakeholders, resolve data exceptions, evaluate alternatives,



and document recommendations and decisions.
- Publish the approved dataset, model, dashboard, schedule, requirements package, or report with quality checks and acceptance evidence.
- Trace assigned work to the RFP scope, requirement or RTM row, deliverable, dependency, acceptance criterion, schedule milestone, and supporting evidence.
- Review official solicitation materials and addenda affecting this workstream; document assumptions, open items, exclusions, risks, and required client decisions.
- Prepare role-specific technical inputs, work products, estimates, implementation details, quality records, and proposal or post-award delivery evidence.
- Coordinate interfaces and handoffs with project management, business analysis, technical, field, quality, compliance, training, and operations workstreams.
- Maintain status, issue, decision, change, and evidence records and elevate blockers before they affect submission or delivery readiness.

What You Bring

- Demonstrated experience performing Business Analyst - Level 3 responsibilities in public-sector, regulated, enterprise, or comparable environments.
- Ability to produce complete, reviewable work products tied to requirements and acceptance criteria.
- Strong documentation, stakeholder coordination, risk awareness, confidentiality, and deadline discipline.
- Relevant licenses, certifications, clearances, insurance, or local delivery capacity when required by the solicitation.
