ABOUT THE ROLE
This position is responsible for providing research, technical and analytical expertise to support the development/enhancement of total rewards programs (including compensation, benefits, and pension), completing cost modelling, analysis, preparing reports, and presentations; including recommendations to support decision making. Leads all aspects of the total rewards survey participation process including understanding survey methodology, job matching, data gathering, data validation,
benchmarking, and preparation of data submission files.
WHAT YOU'LL BE DOING
- Conducts research and provides quantitative and qualitative analysis on total rewards programs and policies including in-depth analysis of market data; identifies market benchmarks, trends, ensures quality of benchmark matching, and assesses impact on policies and programs; conducts research and completes surveys as needed; makes recommendations based on analysis and costing implications.
- Supports total rewards framework, processes, configuration, and program set up in HRMS, and related implementation.
- Responsible for verification and processing of Collective Agreement step progression.
- Develops comprehensive reports and applies analytics and reporting to programs to enhance effectiveness, efficiency, improvement and standardization of total rewards processes and tools and to support the introduction of new programs or revisions to existing programs
- Prepares, reviews and submits compensation and perks surveys within timelines and ensures accuracy and completeness of data.
- Provides salary data and prepares costing scenarios in support of union negotiations and non-union salary administration.
- Assists in the review and maintenance of pay equity plans for the Region.
- Builds and maintains strong relationships with total rewards contacts and other public sector organizations including comparator municipalities for the purpose of maintaining open lines of communication regarding competitive total rewards programs.
- Supports total rewards framework, processes, configuration, program set up in HRMS, and related projects.
- Audits data related to total rewards programs to ensure accuracy and data integrity in databases and corrects discrepancies where required.
- Conducts data analysis and reconciliation related to PEC reports vs. other system reports (i.e. finance, payroll, benefits providers, OMERS, etc.) and develops maintenance processes to ensure records accuracy.
- Identifies opportunities to streamline or automate processes to continuously improve service delivery.
- Develops effective and efficient tracking tools to track critical data and information not maintained in HRMS.
- Supports testing of updated or new program/data implementation in Total Rewards related systems.
- Provides back up support to monitor Total Rewards’ electronic mailboxes.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree or approved equivalent combination of education and experience.
- Minimum three (3)
years of related total rewards (compensation and/or benefits and pension) experience, preferably with a multi-union or public sector employer, including experience with salary administration, conducting salary surveys, HR analytics, and/or salary analysis.
- Demonstrated analytical skills to identify problems, interpret data and develop recommendations for a wide range of services and initiatives.
- Demonstrated mathematical and numeric ability to compute data accurately; ability to analyze trends and data.
- Demonstrated knowledge of and experience working with HRMS systems.
- Demonstrated knowledge of Human Resource functions and processes, collective agreement interpretation, and Total Rewards (compensation, pension/benefits) related practices
- Strong problem-solving skills along with an ability to interpret qualitative and quantitative data, explain issues and terminology, analyze issues and make timely decisions in accordance with the needs of the business.
- Knowledge of process improvement methodologies.
- Ability to demonstrate the Region’ s core competencies.
- Computer literacy utilizing MS office software applications with advanced skills in Excel.
- Knowledge of contemporary HR practices including Pay Equity, employment legislation, best practices, organizational design and HR planning.
- Ability to travel to off-site locations in a timely and efficient manner, as required.
- Ability to work outside regular business hours, as required.
