Position purpose The Project Manager leads the planning and delivery work required to establish Anchor Youth Space Yarmouth, an integrated youth services hub for young people ages 12 to 25. Working under the direction of the Executive Director in collaboration with Anchor Youth Space- Yarmouth Executive Committee, the Project Manager coordinates the facility project, implementation schedule, partner readiness and launch preparations. The role keeps decisions, costs, risks and outstanding approvals visible so the Club can open a safe, welcoming and youth informed space.
Project planning and coordination
· Develop and maintain an integrated project plan with milestones, dependencies, assigned owners, deliverables and an opening readiness checklist.
· Coordinate meetings, decisions and follow up among the Club, provincial IYS partners, IWK representatives, consultants, contractors and community agencies.
· Maintain a decision log, risk register, issue tracker and change log; escalate delays, cost pressures and matters requiring Executive Director or Board approval promptly.
· Prepare concise status reports for the Executive Director and Board covering schedule, budget, procurement, risks, decisions needed and next steps.
Facility and capital implementation
· Coordinate due diligence and planning for the selected property, including condition assessments, accessibility, safety, permits and other skilled reviews as directed.
· Work with design and construction professionals to translate service needs into an accessible, youth friendly layout and a practical renovation schedule.
· Track scopes of work, tender and procurement steps, contracts, deliverables, inspections, deficiencies, equipment and furniture orders.
· Review proposed changes against approved scope and budget; obtain required approvals before commitments are made. Monitor construction progress and document completion and handover.
Budget and accountability
· Maintain project forecasts, commitments, invoices and variance reports in coordination with the Financial Administrator and Executive Director.
· Track capital and start up spending against approved funding terms and procurement requirements, and assemble supporting records for funder and audit reporting.
· Identify funding gaps and proposed options for review; exercise spending authority only within limits formally delegated by the Club.
Service and launch readiness
· Coordinate with youth, caregivers and partner organizations to shape a welcoming hub and reduce barriers to access.
· Support agreements, service pathways, referral processes, privacy practices, safeguarding procedures and operational plans with the responsible leads and partners.
· Coordinate launch needs such as staffing plans, training, technology, communications, signage, supplies and opening procedures; transition project records to the eventual site operations lead.
· Align implementation work with the agreed provincial IYS model and the Club’s policies, while referring clinical decisions to appropriately qualified partner providers.
Qualifications and experience
· Post secondary education in project management, construction, community development, health or social services, business, or a related field; equivalent experience considered.
· Demonstrated experience managing complex projects with budgets, schedules, vendors and multiple stakeholders; capital or facility project experience is an asset.
· Strong written reporting, meeting facilitation, financial tracking, negotiation and problem solving skills.
· Experience working with youth serving organizations and an understanding of trauma informed, inclusive and youth centred practice are assets.
· Ability to handle sensitive information with discretion and meet the Club’s screening requirements for roles working in youth serving settings.
Working relationships and conditions The Project Manager works closely with the Executive Director, Financial Administrator, IYS partners, youth advisors, professional consultants and contractors. Local travel and occasional evening meetings may be required. The position may involve visits to an active renovation site, subject to applicable safety requirements.
Role boundaries The Project Manager coordinates implementation and makes recommendations. Property acquisition, major contracts, budget changes and commitments beyond delegated authority require the appropriate Executive Director or Board approval. Ongoing clinical oversight and day to day site management are outside this project role unless expressly assigned in writing.
Pay: $1,000.00-$1,400.00 per week
