A. Job Identification:
Title: RECORDS AND INFORMATION MANAGEMENT ANALYST

B. Job Summary:
Reporting to the Chief Information Officer (CIO), the Board’s top information-governance authority, the Records and Information Management Analyst leads Board-wide information governance, lifecycle management, security, accessibility, and defensible disposition. The role establishes enterprise standards under CIO authority, interprets legislation, and serves as architect for SharePoint Online, OneDrive, and Microsoft Purview. As the Board’s information management expert, the role advises architecture, migration, compliance, privacy and information-risk assessments, legal holds, eDiscovery, audits, investigations, incidents, and continuity planning.
C. Duties and Responsibilities:
Records and Information Management Administration
- Establish and enforce Board-wide standards for SharePoint Online information architecture, site provisioning, metadata, ownership, access, retention, sensitivity, and lifecycle management.
- Lead the records lifecycle from creation through preservation and defensible disposition, including delegated approval and suspension of destruction when legal, audit, access, investigation, or regulatory obligations apply.
- Maintain Board classification structures, retention schedules, metadata standards, information classifications, and disposition procedures for CIO approval.
- Promote consistent governance across schools, departments, systems,
and cloud repositories; advise the CIO and senior leadership on material risks, priorities, and corrective actions.
- Maintain the corporate archives, information asset register, and vital-records program, including recovery priorities for critical educational, financial, legal, student, and operational information.
Legislative and Policy Compliance Support
- Support compliance with MFIPPA, the Education Act, OSR Guidelines, the Archives and Recordkeeping Act, approved retention schedules, and Board policy in partnership with the Privacy Officer.
- Interpret requirements and provide authoritative advice on records, access, privacy, security, and information stewardship.
- As the Board’s information management expert, contribute to or advise on privacy and information-risk assessments for systems, digital and AI tools, vendors, and major process changes; document controls and monitor remediation.
- Collaborate with the Privacy Officer, CIO, Legal Services, Human Resources, system owners, and external counsel; escalate unresolved governance risks to the CIO.
- Contribute to or advise on compliance audits, legal holds, Purview eDiscovery, Content Search and Audit, investigations, access requests, litigation, chain of custody, and reporting of significant non-compliance.
Electronic Information Management Systems Administration
- Serve as product architect for SharePoint Online, OneDrive, and Microsoft Purview; design records-management capabilities and advise the CIO on architecture, roadmap, controls, roles, testing, releases, and continuous improvement.
- Design authoritative repositories, metadata, access controls, sensitivity and retention labels, separation of duties, and automated lifecycle rules for CIO approval.
- Lead migration, digitization, remediation, and repository-modernization projects, including business cases, budgets, schedules, risks, procurement requirements, vendor deliverables, and benefits.
- Monitor data integrity, access, orphaned sites, sensitive-information exposure, retention failures, unmanaged growth, and vital-record recovery; direct remediation with information and system owners.
Retention, Disposition, and Transitory Records
- Configure and apply automated retention, preservation, review, and disposition controls for paper and electronic records.
- Authorize and certify routine disposition within delegated authority, including legal-hold checks, secure destruction, audit trails, and evidence of approval.
- Identify transitory records and support staff in managing and disposing of transitory information appropriately.
Training, Guidance, and Advisory Support
- Deliver role-based training on information governance, classification, access,
retention, legal holds, disposition, and Microsoft 365 controls.
- Direct records contacts, project teams, contractors, and temporary staff; assign and review migration, inventory, remediation, and disposition work.
- Lead governance working groups and report standards, risks, maturity, results, resource needs, and priorities to senior leadership.
Documentation and Operational Improvement
- Maintain policies, standards, procedures, designs, audit evidence, legal-hold and disposition records, system changes, risk registers, and compliance actions.
- Monitor legal, regulatory, technology, privacy, cybersecurity, AI, and sector developments; translate changes into Board requirements and controls.
- Report performance, cost avoidance, and governance maturity through executive dashboards and benchmarks; direct continuous improvement.
D. Qualifications:
- Three-year college diploma or university degree in Information Management, Records Management, Library Science, Information Technology, or a related field, or an equivalent combination of education and experience.
- Five years of progressively responsible information-governance experience, including enterprise Microsoft 365 implementation, migration, or compliance programs, preferably in education or the public sector.
- Advanced knowledge of governing legislation, privacy and information-risk assessments, compliance audits, legal holds, eDiscovery, and defensible disposition.
- Advanced architecture and administration experience with SharePoint Online, OneDrive, and Microsoft Purview, including eDiscovery, Audit, retention, sensitivity labels, access controls, and metadata.
- Recognized information governance, privacy, Microsoft Purview/SharePoint, or project-management certification is preferred; equivalent demonstrated expertise will be considered.
E. Key Competencies
- Advanced SharePoint Online, OneDrive, and Microsoft Purview product-architecture skills, including information protection, retention, eDiscovery, and audit.
- Advanced analytical judgement integrating law, privacy, cybersecurity, technology, education operations, risk, and defensible evidence.
- Ability to map business processes, lead complex projects, prepare business cases and budgets, evaluate vendors, and measure benefits and cost avoidance.
- Ability to exercise delegated authority under CIO governance, document defensible recommendations, advise on corrective action, and escalate material risk.
- Executive-level advisory, policy writing, facilitation, negotiation, training, and plain-language communication skills.
- Exceptional accuracy, discretion, and judgement when handling student, employee, legal, investigation, executive, and security-sensitive information.
- Ability to set priorities, provide functional direction, lead cross-departmental teams, manage competing demands, and influence compliance without direct reporting authority.
