About the Opportunity

We are seeking an experienced Senior Organizational Change Manager / Change Management Specialist to support the Government of Alberta's Procurement System Modernization initiative.

The successful candidate will work within the 1GX Business Excellence – Communications, Organizational Change Management (OCM), and Training function to develop and execute change management strategies that enable employees and stakeholders to successfully transition from current-state processes and technologies to future-state solutions.

This role is ideal for a senior change professional with strong experience supporting ERP transformations, organizational change, stakeholder engagement, communications, readiness, training, and adoption in complex enterprise environments.

The successful candidate will work closely with project sponsors, program and project teams, operational groups, vendors, business stakeholders, and the 1GX Change Network to ensure changes are effectively communicated, adopted, sustained, and continuously improved.

Role Overview

Reporting to the Manager, 1GX Business Excellence – Communications, OCM, and Training, the Senior Organizational Change Manager will be responsible for developing and implementing change management and communication strategies and deliverables that support successful adoption and sustained use of 1GX capabilities.

The role will support both:

- New project implementations
- Ongoing 1GX operations
- Enhancements and optimization initiatives
- Business process changes
- Technology implementations
- Adoption and sustainment activities

The successful candidate will help ensure that new technology, processes, and operating models are introduced in a way that is understood, accepted, adopted, and sustained by impacted stakeholders.

Key Responsibilities

Change Management Strategy & Planning

- Develop and implement comprehensive change management strategies, plans, and approaches.
- Apply recognized change management methodologies, tools, frameworks, and best practices.
- Assess organizational impacts and develop strategies to address identified changes.
- Conduct change impact assessments and gap analyses.
- Develop transition strategies to support stakeholders moving from current-state to future-state processes and technologies.
- Define change success measures and monitor adoption and change progress.
- Identify and proactively manage change-related risks, issues, dependencies, and barriers.

Stakeholder Engagement

- Conduct stakeholder identification, segmentation, and analysis.
- Assess stakeholder needs, influence, readiness, and potential resistance.
- Develop and execute stakeholder engagement strategies.
- Build strong relationships with executives, management, business teams, operational teams, project teams, vendors, and end users.
- Facilitate stakeholder discussions, workshops, meetings, and working sessions.
- Build alignment and consensus across diverse stakeholder groups.
- Proactively engage stakeholders to support ongoing 1GX adoption, sustainment, and optimization.

Communications

- Develop and implement comprehensive communication plans throughout the project lifecycle.
- Create compelling, audience-specific communications for executives, management, business teams, and end users.
- Develop presentations, briefing materials, newsletters, announcements, FAQs, talking points, and other communication assets.




- Deliver presentations and briefings to stakeholders at various organizational levels.
- Translate complex technology and business changes into explicit, concise, and engaging messages.
- Ensure impacted audiences receive timely and relevant information throughout the transformation.
- Use communication strategically to support adoption and address employee expectations, concerns, and needs.

Readiness, Training & Adoption

- Conduct business and stakeholder readiness assessments.
- Develop readiness programs and stakeholder engagement activities.
- Identify training and enablement requirements resulting from organizational and technology changes.
- Support training strategy and development activities.
- Develop resistance management strategies and intervention plans.
- Monitor adoption and identify areas requiring additional support or reinforcement.
- Ensure technology solutions and business process changes are implemented in a sustainable manner.
- Support post-implementation adoption, sustainment, and continuous improvement.

Project & Program Support

- Collaborate with the Program Manager and project teams to develop project schedules, plans, and implementation strategies.
- Estimate resource requirements and monitor work plans and project activities.
- Track progress against milestones and deliverables.
- Support project risk and issue management.
- Maintain appropriate change management documentation, decision records, action items, and status reporting.
- Coordinate activities across project teams, operational teams, vendors, and the 1GX Change Network.
- Ensure change management activities remain aligned with overall program objectives and timelines.

Leadership & Facilitation

- Lead and facilitate meetings and workshops involving stakeholders at all organizational levels.
- Present change strategies and recommendations to executives, leaders, managers, and operational teams.
- Influence stakeholders and facilitate consensus on complex or sensitive organizational changes.
- Apply strong negotiation, conflict-resolution, and influencing skills.
- Provide specialized advice and support on organizational change management practices.
- Promote consistent application of OCM methodologies and tools across initiatives.

Digital & AI-Enabled Change

- Leverage approved digital collaboration and AI-enabled tools, where appropriate, to support:
- Change impact analysis
- Stakeholder analysis
- Communication development
- Content creation
- Reporting
- Engagement activities
- Change monitoring

- Use technologies such as Microsoft Copilot, Gemini, NotebookLM, or comparable approved tools where appropriate and consistent with Government of Alberta policies and standards.
- Identify opportunities to use digital tools to improve the efficiency and effectiveness of change management activities.

Required Qualifications

The successful candidate must demonstrate the following:

Education

- University degree in a related discipline such as Commerce, Business Administration, Communications, Organizational Development, Human Resources, or a comparable field, combined with relevant professional experience.

Change Management Experience

- Minimum 4 years of experience applying change management methodologies, principles, frameworks, and practices.
- Minimum 5 years of experience developing and delivering change management deliverables,



including:
- Change strategies
- Change management plans
- Change impact assessments
- Stakeholder engagement plans
- Communication plans
- Resistance management plans
- Readiness assessments

- Minimum 5 years of experience developing and delivering communications and presentations to multiple organizational audiences.
- Minimum 5 years of experience developing readiness programs, training strategies, or stakeholder engagement initiatives.
- Minimum 4 years of experience supporting ERP system change management, preferably involving areas such as:

- Finance
- Human Capital Management (HCM)
- Payroll
- Procurement
- Supply Chain
- Enterprise business processes

Stakeholder & Relationship Management

- Minimum 4 years of experience in consultation, facilitation, interpersonal communication, and relationship management.
- Minimum 4 years of experience using negotiation, conflict resolution, influencing, and consensus-building skills.
- Demonstrated ability to work effectively with executives, senior leaders, business teams, technical teams, vendors, and end users.

Certification

The successful candidate must hold a recognized Change Management certification or accreditation, such as an appropriate certification from a recognized change management professional organization.

Preferred Qualifications

The following experience would be considered an asset:

- Minimum 2 years of experience using AI-enabled productivity or change management tools, such as Microsoft Copilot, Gemini, NotebookLM, or similar technologies.
- Experience leading and facilitating meetings and workshops with stakeholders at all organizational levels.
- Minimum 2 years of experience using digital adoption platforms as a strategic change intervention.
- Minimum 2 years of experience working within the Government of Alberta structure and understanding relevant ministry functions, reporting relationships, and operating environments.
- Minimum 4 years of experience working in or supporting the public sector.
- Minimum 4 years of experience working with government business plans, goals, strategies, and priorities.
- Experience with large-scale ERP or enterprise transformation initiatives.
- Experience supporting procurement or supply-chain modernization programs.
- Experience working within complex, highly regulated, or enterprise-scale organizations.

Ideal Candidate

The ideal candidate is a senior, hands-on change management professional who can operate strategically while also producing high-quality deliverables.

- Work effectively in a large, matrixed government environment.
- Manage multiple priorities and change workstreams simultaneously.
- Produce polished executive presentations, briefing materials, and communications.
- Balance strategic thinking with hands-on delivery.

Work Location & Schedule

This position is expected to be fully on-site, five days per week, at the Government of Alberta office in Edmonton.

Standard working hours

8:15 AM – 4:30 PM Alberta Time

Monday to Friday, excluding Government of Alberta statutory and observed holidays.

All work must be performed within Canada due to network, privacy, and information-security requirements.
