Qualifications

EDUCATION AND EXPERIENCE The requirements for this job are usually acquired through completion of a university degree in Computer Science, Information Systems, Data Analytics, Business Analytics, Business Administration, or another relevant discipline, plus six (6) years of progressively responsible experience in analytics, business intelligence, reporting, systems integration, data governance, or performance measurement roles, preferably in a complex operational, learning & development, training unionized environment. Experience in learning and development, training operations, simulator systems, workforce planning, or operational performance reporting is considered an asset.

OTHER REQUIREMENTS

Demonstrated experience providing senior-level analytical advice, decision support, and evidence-based recommendations to leadership and stakeholders on operational performance, capacity planning, training effectiveness, resource requirements, risks, and improvement opportunities. Coordinating complex cross-functional analytics, reporting, systems integration,



data enhancement, or business intelligence initiatives from requirements gathering through implementation support.

Advanced experience developing dashboards, scorecards, performance measures, reporting products, analytical models, and executive-ready presentations using Power BI or equivalent business intelligence and data visualization tools. Advanced analytical and problem-solving skills.

Robust knowledge of data governance, data quality management, validation controls, documentation standards, privacy, access, retention, and audit-ready reporting practices.

Experience working with multiple systems and datasets, preferably including learning management systems, training databases, simulator platforms, operational systems, workforce data, or enterprise reporting environments.

Ability to translate complex needs of stakeholders into scalable reporting, analytics, workflow, data governance, or system-based solutions.

Strong understanding of performance measurement concepts, benchmarking, balanced scorecards, key performance indicators, dashboards, and training or operational effectiveness reporting.

Advanced knowledge of Microsoft 365 tools, SharePoint, Power Apps, Power Automate, SQL or equivalent querying tools, data visualization, dashboard development, and learning management systems.

Strong facilitation, consultation, communication, writing, and presentation skills, including the ability to explain complex data, risks, options, and recommendations clearly to technical and non-technical audiences.

Ability to work independently with broad direction, manage competing priorities, exercise sound judgment, and deliver high-quality analytical products in a dynamic environment.

Process mapping, continuous improvement, change management, or project management experience is considered an asset.

Recruitment Process:



An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Resident This position works predominately on-site.

Rate of Pay

The salary for this position ranges from $84,480 - $126,720 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. We aim to provide competitive pay that reflects your professional background and expertise. We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan as well as other employment offerings will be discussed in detail as your application progresses.
