Change Management Consultant (Level 3) | Federal Canadian Department | Ottawa, Onsite
Maverin is hiring a senior Change Management Consultant for a federal Canadian department, supporting a major capital program that is replacing legacy pay systems with a modern, integrated digital pay capability.
THE BASICS Onsite five days a week in Ottawa. This is not a remote or hybrid role.
7.5 hours a day, 37.5 hours a week, core hours 07:00 to 17:00
At least 1 year, likely 2 years
Reliability clearance is the minimum requirement.
English is the working language, spoken and written.
MANDATORY REQUIREMENTS .. ALL FOUR, NO EXCEPTIONS These are pass or fail. If you do not meet all four, the bid cannot be submitted, no matter how strong the rest of your background is.
1) TEN YEARS (120 months) of experience as a Change Management Consultant working in an IM/IT environment, within the last 15 years .. AND that experience must come from a MAXIMUM OF FIVE PROJECTS.
Please read that twice. This is the requirement most people miss. If your ten years is spread across fifteen short engagements, your five longest have to add up to 120 months on their own. Long engagements are what qualify you here.
2) A UNIVERSITY DEGREE. A copy of the certificate is required with the bid. Foreign credentials need proof of Canadian equivalency.
3) TWO PROJECTS, each at least 12 months long, as a Change Management Consultant leading or contributing to the definition of business strategy and processes in support of CLOUD TRANSFORMATION and portfolio change management.
4) A valid PROSCI Change Management Practitioner certification. CCMP is also accepted.
WHAT YOU'LL DO Lead the Change Management Plan, roadmap, and activity tracking matrix




Run change impact assessments, identify risks and dependencies, and define critical success factors
Support organization realignment, job redesign, workforce planning, and training approaches
Facilitate workshops and stakeholder engagement sessions
Build briefings, presentations and communications products
Coordinate training strategies and support transition to future-state business processes
Deliver: CM Plan, Change Impact Assessment Report, Stakeholder Engagement and Communications Plan, Training and Transition Plan, organizational design inputs, client journey maps and user stories, status reports
HOW YOU ARE SCORED AFTER THAT Change management leadership, 5+ years in the last 15, leading change strategy or IT projects worth $15M+ (4 pts, maxed at 10 years)
Recommendations to senior executives on communications, training and onboarding plans, 3+ years in the last 5 (3 pts, maxed at 5 years)
Change management INSIDE a Canadian government department, on IM/IT projects over $2M serving at least 10,000 users, 3+ years in the last 10 (4 pts, maxed at 6 years)
