IT Program/Project Manager – Cybersecurity Program

Location: Calgary, Alberta

Contract Length: 6 months, with possible extension

Raise is currently hiring an IT Program/Project Manager – Cybersecurity Program on behalf of our client, one of Canada's leading comprehensive research universities. This is an opportunity to lead a high-profile cybersecurity program consisting of three concurrent projects, working closely with IT leadership, technical teams, and key stakeholders to deliver strategic technology initiatives.

Description
The IT Program/Project Manager will be responsible for planning, coordinating, and delivering a cybersecurity program comprising three parallel projects. Reporting to the Associate Director, IT Investment Office (ITIO) / Project Management Office, this role will ensure successful project delivery within approved scope, timelines, and budgets while maintaining compliance with university policies, IT PMO methodologies, and governance standards.

The successful candidate will bring extensive IT project management experience, solid stakeholder engagement skills, and the ability to manage multiple complex initiatives, competing priorities, and organizational change.

Responsibilities:
Program & Project Management

Lead the planning, execution, and delivery of three concurrent cybersecurity projects.

Develop and maintain project charters, management plans, schedules, milestones, and project closeout documentation.

Coordinate project resources, dependencies, priorities, and deliverables across the program.

Monitor project performance against approved scope, schedules, and budgets.

Ensure compliance with IT PMO methodologies, governance requirements,



and university policies.

Risk Management & Reporting

Identify, manage, and elevate project risks, issues, dependencies, and changes.

Prepare monthly project status reports, budget trackers, forecasts, and financial reconciliation documentation.

Maintain accurate project records, decision logs, and change management documentation.

Provide project management recommendations and strategic input to IT leadership.

Stakeholder & Change Management

Collaborate with executive sponsors, technical teams, vendors, and business stakeholders.

Coordinate with Supply Chain, FOIP, Legal, Strategic Communications, and other university departments.

Lead organizational change management activities, including stakeholder engagement, communications, readiness, and training.

Facilitate effective communication and decision-making across multiple stakeholder groups.

Solution Delivery & Documentation

Coordinate solution delivery documentation, including Privacy Impact Assessments (PIAs), Security Assessments, business requirements, design documents, and release documentation.

Ensure all project deliverables are complete, accurate, and maintained in the official project repository.

Support implementation, operational transition, lessons learned, and project closure activities.





Qualifications

Minimum 10 years of project management experience, preferably within complex IT environments.

Proven experience managing multiple concurrent projects throughout the complete project lifecycle.

Strong knowledge of project governance, risk management, budgeting, forecasting, and organizational change management.

Excellent communication, negotiation, stakeholder engagement, and problem-solving skills.

Ability to collaborate effectively with executive leadership, technical teams, and external stakeholders.

Preferred Skills

ITIL Foundation certification.

Program management experience.

Experience delivering cybersecurity projects or programs.

Previous experience in post-secondary education, the public sector, or similarly complex organizations.

Strong financial management, strategic planning, and organizational change management experience.

Education

Bachelor's degree in Computer Science, Management Information Systems, Business, or a related field.

PMP certification required.
