For more information, please see www.dt-global.com The Role The Asset & Workplace Health and Safety (WHS) Coordinator is responsible for coordinating and maintaining Pacific Australia Skills' asset, facilities, fleet, and workplace health and safety systems in Vanuatu. The role ensures program assets and facilities are effectively managed throughout their lifecycle, supports compliance with DFAT, DT Global, and legislative requirements, and promotes a safe and healthy working environment. Working closely with internal and external stakeholders, the Coordinator supports risk management, operational compliance, emergency preparedness, and continuous improvement initiatives that enable the effective delivery of Pacific Australia Skills activities.

Roles and Responsibilities

Asset & Facilities Management

- Maintain and manage the asset register, including accurate asset tagging, lifecycle records (acquisition, transfer, maintenance, and disposal), annual stock takes, regular reconciliations, and ensuring all asset disposals are appropriately approved, documented, and compliant with DFAT and program requirements.
- Oversee asset movements, transfers, disposals, and handovers in line with program policies and DFAT requirements.
- Conduct periodic physical verification and audits of assets across country offices.
- Prepare periodic asset reports covering asset status, losses, disposals, and reconciliation outcomes to support compliance, accountability, and audit requirements.
- Coordinate with local vendors on service and maintenance of Pacific Australia Skills assets, equipment and facilities.
- Liaise with stakeholders and contractors for approved facility upgrades/renovations, equipment installations and repairs; or as otherwise directed by manager operations and/or delegate.
- Oversee day-to-day fleet operations by monitoring vehicle servicing, registration renewals, fuel usage, accident reporting,



and managing the Pacific Australia Skills vehicle booking system to ensure statutory compliance and operational efficiency.

Workplace Health and Safety (WHS)

- Support the implementation and periodic review of approved Pacific Australia Skills/DT Global WHS policies, procedures and systems in Vanuatu. Monitor compliance with applicable.
- WHS requirements and report or escalate identified non-compliance.
- Coordinate or undertake incident investigations, recommend corrective actions, and escalate significant incidents in line with program procedures.
- Coordinate and deliver WHS inductions and approved safety awareness training.
- Maintain WHS records and documentation in accordance with legal and Pacific Australia Skills policies and procedures standards.
- Promote continuous improvement in health and safety culture within the Vanuatu Country Office and supported program activities.
- Escalate WHS concerns and significant risks to the Operations Manager and Regional WHS & Security Coordinator.
- Coordinate local emergency preparedness activities, including drills and response plans.
- Support WHS consultation and worker participation, including engagement with staff on hazards, risks and proposed control measures.
- Monitor workplace first aid and emergency equipment arrangements and coordinate replenishment, servicing or replacement where required.
- Ensures essential WHS and emergency equipment remains ready for use.
- Monitor contractor compliance with Pacific Australia Skills WHS requirements during approved works and report any safety concerns.
- Monitor and follow up WHS corrective actions to support timely implementation.

Other responsibilities

- Comply with Pacific Australia Skills Code of Conduct, report WHSS incidents and arrange first aid treatment when necessary.
- Contribute to developing harmonious working relationships with DFAT, colleagues and key stakeholders, and assist to build the profile and reputation of Pacific Australia Skills as a high performing support program.
- Other tasks and duties as required to ensure the smooth and effective delivery of Pacific Australia Skills.
- This ToR may vary and change in future.

About You

Essential Experience

- Minimum five (5) years' experience in Work Health and Safety (WHS), Asset Management, Facilities Management, or a related discipline.
- Demonstrated experience in WHS coordination and/or as Demonstrated experience maintaining accurate asset registers, records, and documentation across multiple locations while ensuring compliance with DFAT and program requirements.
- Proven ability in developing and maintaining systems to support facilities in a diverse organisation.
- Demonstrated experience using asset management databases, ERP systems,



and Microsoft Excel to maintain accurate asset registers, records, and documentation across multiple locations, ensuring compliance with donor and organizational requirements.
- Sound knowledge of WHS legislation, codes of practice, compliance requirements, and risk management principles.
- Experience in supporting workplace health and safety initiatives, including incident reporting and investigations.
- Relevant WHS training and certifications are desirable.
- Experience in development programs, ideally within a DFAT-funded context,
- Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
