About Us:

Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity. It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at‑risk individuals aged 12+ and their families every month. YSB employs 400 caring professionals in a unionized environment in over 21 locations across Ottawa.

The Job Developer – Community Partnerships & Outreach plays a key role in advancing equitable employment outcomes by building and maintaining strong relationships with employers, community partners, and stakeholders across the Ottawa area. This position supports the Skills Development Fund program by sourcing inclusive employment opportunities, facilitating recruitment activities, and connecting job seekers of all ages to meaningful work across all sectors. The role emphasizes equity-driven job development, outreach, job carving, and job matching while meeting weekly and monthly performance targets.

Main duties and responsibilities:

Employer Engagement & Job Development

- Build and sustain relationships with employers across diverse industries to support Skills Development Fund- FutureReady program in the Ottawa area

- Promote inclusive hiring practices and advocate for equitable workforce participation, including opportunities for individuals facing systemic barriers to employment

- Identify employer workforce needs and create customized employment opportunities through job carving and job matching

- Source full-time, part-time, temporary, and seasonal employment opportunities aligned with job seeker skills and employer needs

- Educate employers on YSB Employment programs, incentives, and supports available for youth clients

Recruitment, Placement & Retention Support

- Support recruitment efforts for youth job seekers, including newcomers, Indigenous peoples, racialized communities, persons with disabilities, and other equity-deserving groups

- Collaborate with Employment Counsellors and service teams to match job seekers with suitable employment opportunities

- Facilitate referrals, placements, and follow-up to support job retention and employer satisfaction

- Apply an equity-informed, client-Centred approach to job development and placement activities





Community Partnerships & Outreach

- Develop and maintain partnerships with community organizations, training providers, and sector stakeholders across the Ottawa region

- Represent YSB at community events, employer meetings, and networking opportunities

- Deliver information sessions, engagement workshops, and presentations to employers and community partners

- Support outreach strategies that reduce barriers to access and promote awareness of Employment Ontario services

Event Planning & Facilitation

- Plan, coordinate, and facilitate hiring events, job fairs, employer recruitment sessions, and community engagement events across the Ottawa area

- Ensure events are inclusive, accessible, and responsive to the needs of diverse job seekers and employers

- Coordinate logistics, promotion, employer participation, and follow-up activities

- Track outcomes related to employer engagement, job seeker participation, and placements

Performance Targets & Reporting

- Achieve established weekly and monthly targets related to:

- Employer outreach and engagement
- Job opportunities developed and sourced

- Job seeker referrals and placements

- Events planned and delivered

- Maintain accurate, timely, and confidential documentation to maintain client file

- Monitor labour market trends to inform inclusive job development strategies

- Support 75-100 clients to secure placements

Job Specifications/Qualifications:

- Post-secondary education in Marketing, Public Relations, Community Development and Engagement, Employment Services, Business, or a related field, or equivalent experience

- Minimum 2 years of experience in job development, recruitment, or employer engagement

- Demonstrated understanding of Skills Development Fund/MLITSD program and service delivery is an asset

- Strong knowledge of equity, diversity, inclusion, and anti-oppressive practices in employment

- Experience supporting diverse populations and addressing systemic employment barriers

- Proven ability to build employer partnerships and meet performance targets

- Excellent communication, facilitation, and presentation skills

- Strong organizational and time-management skills

- Proficiency in Microsoft Office and client/employer management systems

- Ability to work independently and collaboratively in a community-based workplace

Additional Qualifications:

- Successful applicants will be required to provide a clear Criminal Record Check, Vulnerable Sector Check or Broad Police check[SH1] obtained within the past six (6) months,



as a condition of employment with YSB.

- Successful applicants will be required to provide YSB with satisfactory Pre-employment medical testing including up-to-date immunizations and TB test
- To confirm language proficiency required for this position, successful candidates may be requested to undergo an oral and written assessment conducted by a third-party provider, arranged by YSB. Candidates must meet the minimum required linguistic profile before their employment start date.
