Under the general direction of the Director of Corporate and Protective Services, and reporting to the CPO Supervisor, the Bylaw Enforcement Officer independently manages municipal bylaw matters from initial assessment through resolution. The Officer conducts investigations and inspections, gathers and assesses evidence, determines appropriate compliance or enforcement action, issues authorized notices, orders and municipal tickets, and prepares files for review or court. Enforcement is undertaken fairly, consistently and in accordance with the principles of natural justice.

This position will be scheduled for four-10 hour shifts each week on rotating days between Monday – Saturday.

MAJOR DUTIES

Activity A Enforcement Activities

- Independently assess, prioritize and investigate alleged violations of municipal bylaws.
- Conduct investigations and inspections involving community standards, property maintenance, animal control, parking, business licensing and other municipal regulatory matters.
- Obtain and assess statements, photographs, measurements, records and other relevant evidence.
- Interpret and apply municipal bylaws, policies and applicable provisions of the Municipal Government Act.
- Determine appropriate action, including education, negotiated compliance, warnings, notices, orders, municipal tickets, remedial action or referral.
- Coordinate and monitor remedial actions, contractor interventions, and cost recovery processes as authorized under municipal bylaws.
- Promote voluntary compliance through education and communication before escalating to formal enforcement where appropriate.
- Draft enforcement correspondence, notices and orders, and monitor files through final resolution.
- Prepare complete investigation, disclosure and prosecution files, and provide professional evidence in court, appeal hearings or other proceedings.

Activity B General Duties

- Conduct proactive vehicle, foot and bicycle patrols, inspections and targeted enforcement initiatives.
- Work collaboratively with Community Peace Officers and recognize when a matter requires assistance, escalation or referral.
- Serve documents and provide bylaw-related assistance to other City departments.
- Maintain effective working relationships with emergency services, enforcement agencies and contracted service providers.
- Explain bylaw requirements, enforcement decisions and compliance options to residents, businesses and other stakeholders.
- Identify recurring concerns and bylaw provisions requiring clarification, and provide operational recommendations to the Supervisor.

Activity C Records Management

- Maintain complete, accurate and timely notebook entries,



occurrence reports, inspection records, enforcement documents, photographs, related evidence and activity information in approved City systems for operational and departmental reporting purposes.
- Manage records and information in accordance with City policy, the Access to Information Act and the Protection of Privacy Act.

Activity D Health and Safety

- Effectively de-escalate and manage emotionally charged interactions while maintaining professionalism, impartiality, and personal safety.
- Take reasonable care to protect their own health and safety and that of others at or near the workplace.
- Perform all work in accordance with the City’s Health & Safety Administrative Directives, guidelines, and safe work practices.
- Use required hazard controls and wear personal protective equipment (PPE) as designated by the City or required by legislation.
- Immediately report hazards, unsafe conditions, incidents, injuries, and near misses to their Supervisor.
- Participate in required health and safety training and apply safe work practices in daily activities.
- Exercise their rights and responsibilities under Alberta Occupational Health and Safety legislation, including the right to know, participate, and refuse unsafe work.
- Refrain from causing or participating in harassment or workplace violence.
- Cooperate with supervisors, safety representatives, and others exercising duties under Alberta Occupational Health and Safety legislation.

Activity E Other

- Participate in the City’s Emergency Management Program, committees, training and special projects as required.
- Maintain professional and respectful service with coworkers, stakeholders and the public.
- Perform other related duties consistent with the position.

KNOWLEDGE, SKILLS AND ABILITIES

- Advanced knowledge of municipal enforcement, investigations, interviewing, evidence collection, note-taking and report writing;
- Strong knowledge of municipal bylaws and applicable provisions of the Municipal Government Act;
- Working knowledge of court and prosecution processes, disclosure packages and court-related documentation;
- Working knowledge of the respective roles, authorities and limitations of Community Peace Officers and Bylaw Enforcement Officers;
- Ability to interpret legislation,



analyze evidence and make independent decisions that can withstand administrative or judicial review;
- Ability to independently manage a varied caseload and carry complex matters through to completion;
- Highly developed communication, conflict-resolution and de-escalation skills;
- Ability to balance education, voluntary compliance and formal enforcement fairly and consistently;
- Ability to recognize jurisdictional, safety and evidentiary limitations and determine when assistance or referral is required;
- Proficiency with Microsoft 365, mobile technology, and records-management systems;
- Ability to utilize electronic records management, digital evidence systems, and mobile enforcement technology to support investigations and reporting.
- Ability to work independently and contribute effectively to an integrated Enforcement Services team.

Qualifications required

- Post-secondary diploma in law enforcement, justice studies, municipal administration, public administration or a related field;
- Minimum three years of directly related municipal bylaw, regulatory-compliance or investigative enforcement experience;
- Demonstrated experience interpreting legislation, independently managing investigations and preparing files to an evidentiary standard;
- Ability to obtain and maintain the enhanced security clearance and information-system access required by the City.

Licenses and Certifications Required

- Valid Alberta Class 5 driver’s licence with an acceptable driver’s abstract;
- Standard First Aid and CPR/AED certification, or the ability to obtain it within a timeframe established by the City;
- Recognized animal-control, dog-handling or animal-behaviour training would be considered an asset.
- Recognized municipal enforcement, investigative interviewing, prosecution preparation, or related enforcement training would be considered an asset like:
- Alberta Municipal Enforcement Association (AMEA) training
- Municipal Enforcement Officer Training Program
- Provincial Offences or Court Preparation training
- POPA/ATIA training

Salary and Perks: $31.68 to $39.60 per hour (based on 40 hours per week, dependent on skills and experience). The City offers a generous benefit package, including health and welfare benefits, pension plan, and 6% vacation (approximately 3 weeks) to start. CLOSES: October 12, 2026 at 4:30 pm
