Detailed Overview

Reporting to the Manager, Clinical Services for administrative issues and clinically to the Clinical Practice Leader, Social Work, the Coordinator, HEAL (Health Evaluation Assessment and Liaison) Clinic, oversees the day-to-day activities of the Fraser Health (FH) HEAL Clinic. Duties include developing and implementing the services, policies, procedures and standards, evaluating the services, troubleshooting and developing and maintaining effective liaison with government and community agencies in the planning, development and provision of effective services to children at risk. Co-ordinates the daily activities of the FH HEAL Clinic, including allocating resources and related services, performing administrative duties and providing leadership, clinical supervision and/or work direction to designated team members.

Provides direct care services to patients and families. As a key participant in the multidisciplinary team provides forensic assessment and consultation where there are concerns of child maltreatment, including sexual abuse, physical abuse and neglect.

Responsibilities

- Develops and implements policies, procedures and standards for the Fraser Health HEAL Clinic. Ensures the provision of coordinated services by members of the interdisciplinary teams and community agencies. Reviews and evaluates services provided by the Clinic and recommends changes to existing and/or new services.

- Recommends, plans and implements related systems and reporting structures of the Clinic, to ensure effective maintenance, reporting and communication relevant to the Clinic's activities such as: Quality Management initiatives, formulating documentation for clinical/legal requirements (consent to release, consent to photography) and developing procedures/standards.

- Coordinates the day-to-day activities of the Fraser Health HEAL Clinic by screening referrals, scheduling clinic meetings and patient conferences, reviewing monthly budgetary expenses and discussing variances and/or required adjustments with the Manager.

- Liaises with relevant Ministry for Children and Families and Ministry of Health representatives surrounding program planning and service contract issues, initiates and participates in ongoing evaluation of HEAL Clinic services outcomes, and develops new programs and services.





- Provides leadership within the interdisciplinary team and work direction to designated team members by providing input into employee evaluations and identifying orientation/training needs including training and orientation of students to social work practice in the HEAL Clinic. Participates in the recruitment of new clinical staff. Provides clinical supervision and delegates work to designated staff.

- Contributes and provides leadership in the development of community resources and child protection services to support the health/safety of families within the Fraser Health region by participating as a representative of the HEAL Clinic on relevant community committees and initiatives.

- Educates and provides consultation to patients, families, healthcare professionals and community agencies on issues related to child abuse and neglect, informally and formally through presentations, workshop and in-services. Acts as a resource to health care professionals within the healthcare region.

- Conducts comprehensive social work and psycho-social assessments of patients and families by methods such as interviewing the patient and/or family, obtaining relevant information, gathering social data regarding the patient and/or family and interpreting the data using a variety of modalities and in accordance with professional standards and clinical policies and practices. Provides brief counselling, parent education or referrals as appropriate and arranges for follow-up appointments, if appropriate.

- Maintains chart documentation and statistics, and prepares reports according to established policy and protocols, including reporting cases to the Ministry for Children and Families, when indicated.

- Initiates, develops and carries out research activities and program planning and development relevant to the needs of HEAL patients, families, hospital and community in collaboration with the interdisciplinary team by methods such as identifying current trends/gaps in literature, writing research proposals and developing and monitoring budgets. Follows through with research methodology, disseminates research findings and ensures clinical practices and protocols are consistent with research findings.

- Testifies in Court, as a witness on issues related to the HEAL clinic's assessment of child abuse, as required.

- Performs other related duties as assigned.

Qualifications

Education and Experience





Master's Degree in Social Work from an accredited School of Social Work, plus 3 years related Child Protection experience, including supervisory and program development experience, with the Ministry for Children and Families or an equivalent combination of education, training and experience. Current full registration with the B.C. College of Social Workers.

Skills and Abilities

- Comprehensive knowledge and understanding of the investigation, assessment and dynamics of child abuse as well as current knowledge of legislation and service delivery systems

- Demonstrated knowledge of forensic assessment issues in the field of child abuse.

- Demonstrated clinical Social Work skills to assess issues associated with child maltreatment and to assess the strengths, abilities and resources of patients and their families.

- Counseling skills applicable to children, families and youth including crisis counseling and brief therapeutic interventions.

- Demonstrated ability to initiate and lead case management of complex, high-risk cases involving a number of stakeholders.

- Demonstrated ability to work in a high volume/high stress environment with strong conflict resolution and problem solving skills.

- Demonstrated ability to provide leadership in a multidisciplinary team, to effectively balance conflicting priorities and demands and to seek appropriate clinical and administrative support and direction as required.

- Ability to supervise, provide work direction and guidance to others.

- Demonstrated ability to work effectively with a range of stakeholders to plan, develop and maintain effective program of services. Strong cooperative skills in working with a wide range of service agencies and authorities

- Ability to provide effective training and education on psycho-social and policy issues confronted in the HEAL clinic.

- Ability to communicate effectively, both verbally and in writing, including preparing integrated reports based on multiple sources of potentially conflicting information.

- Ability to use word processing applications in a Windows environment, at a working level of proficiency.

- Physical ability to perform the duties of the job.
