Missions/Main Duties In this role, you will support the planning and design delivery of a major infrastructure program by leading the development, coordination, and operationalization of the Design Project Execution Plan (DPEP). You will help ensure that all workstreams operate within a consistent, integrated, and well-communicated delivery framework, making this a key position in shaping how planning and design activities are executed across the program.

Reporting to the Deputy Director, Planning & Design – Delivery, you will work closely with Workstream Leads, Managers, and internal teams to align processes, procedures, governance, and operational requirements across the organization. This is an opportunity to play a central role in improving how teams work together, helping create a more efficient, consistent, and effective project delivery model.

Your Responsibilities Will Include





- Leading the development, implementation, and continuous improvement of the Design Project Execution Plan (DPEP) for planning and design activities beyond the 10% design milestone.
- Chairing internal working groups responsible for execution planning and operational readiness.
- Coordinating contributions from multiple workstreams to support an integrated delivery framework.
- Ensuring alignment between procedures, governance requirements, and day-to-day execution practices.
- Coordinating and monitoring the development and integration of workstream procedures.
- Identifying and resolving gaps, overlaps, inconsistencies, and interface issues across teams.
- Promoting the consistent application of processes, procedures, and ways of working across the organization.
- Facilitating alignment of roles, responsibilities, workflows, and decision-making practices.
- Coordinating the publication and maintenance of approved procedures and supporting documentation.
- Developing communication materials to support understanding and adoption of the DPEP.
- Delivering workshops, training sessions, and awareness activities to support implementation.
- Supporting alignment between core project teams and distributed production teams.
- Monitoring the effectiveness of operational processes and execution practices in collaboration with the quality team.
- Providing recommendations related to governance, roles and responsibilities, and work configuration.




- Supporting the continuous improvement of the DPEP and the overall project operating model.

Profile/Skills
- Bachelor’s degree in Engineering, Project Management, Business Administration, or a related field.
- 8+ years of experience in project delivery, operations, PMO, or organizational effectiveness roles.
- Experience working on large, multi-disciplinary infrastructure or engineering programs.
- Strong facilitation, stakeholder management, and communication skills.
- Exceptional organizational, coordination, and problem-solving abilities.
- Ability to work effectively across multiple teams and functions in a complex project environment.
- Proficiency with Microsoft 365, SharePoint, and collaborative digital platforms.
- Clear verbal and written communication skills, both in French and in English*
