Salary Range:

The salary range for this position is $123,000 to $169,000. The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Overview:

This role provides enterprise leadership for strategic communications, issues management, government and stakeholder relations. The position serves as the organization's central authority for reputational risk management and communications governance, while partnering with project teams to ensure community engagement activities are coordinated, consistent, and aligned with organizational objectives. The role also leads executive communications and supports senior leaders and employees representing the organization in high-profile stakeholder and public engagements.

Key Accountabilities:

Strategic Communications & Issues Management

- Leads the development and execution of corporate communications strategies that protect and enhance organizational reputation and public trust.




- Provides strategic counsel to senior leadership on emerging issues, reputational risks, media relations, and sensitive public matters.
- Directs enterprise-wide issues management processes, including risk assessment, communications planning, response strategies, and stakeholder communications.
- Oversees preparation of communications materials related to high-profile, complex, and politically sensitive issues.
- Monitors the external environment to identify emerging trends, public sentiment, government priorities, and reputational risks that may impact the organization.
- Acts as the central point of coordination during communications incidents, crises, or significant operational events.

Government Relations & External Stakeholder Management

- Develops and maintains productive relationships with the Ministry of Transportation and Transit (MOTT), Government Communications and Public Engagement (GCPE), other government agencies, local governments, and relevant sector stakeholders.
- Provides strategic advice to executive leadership regarding government priorities, policy developments, and stakeholder engagement opportunities.
- Leads government relations strategies to support organizational objectives and strengthen alignment with provincial priorities.
- Coordinates briefing materials, correspondence, and stakeholder engagement plans for senior executives and Board members when required.

Communications Governance & Community Engagement

- Establishes enterprise communications standards, frameworks, and best practices to ensure consistent messaging across the organization.
- Provides strategic guidance and oversight to project communication teams delivering community and stakeholder engagement initiatives.
- Ensures community engagement approaches are aligned with organizational priorities, brand standards, and stakeholder expectations.
- Promotes integration and coordination among project communications teams to deliver consistent, transparent, and effective public communications.
- Develops tools, templates, and communication protocols to support engagement activities across multiple business areas.
- Evaluates the effectiveness of communications and engagement initiatives and recommends continuous improvements.

Executive Communications & Presentation Support

- Oversees the development of executive presentations, speaking notes, key messages, briefing materials, and stakeholder meeting packages.




- Provides strategic communications support to employees and leaders representing the organization at industry events, conferences, public meetings, and stakeholder engagements.
- Ensures presentations and speaking materials reflect organizational priorities, corporate messaging, and audience requirements.
- Coaches senior leaders and subject matter experts on presentation delivery, messaging, and stakeholder engagement approaches.
- Coordinates preparation of materials for executive meetings with government officials, community leaders, industry associations, and other key stakeholders.

Leadership & Team Management

- Leads, coaches, and mentors staff and manages recruitment, assignment of work, development and evaluation of performance expectations, career guidance, approvals of leave, and performance management.
- Manages departmental priorities, budgets, contracts, and external service providers.
- Provides leadership in advancing communications practices, stakeholder engagement, and reputation management capabilities across the enterprise.

Qualifications:

- Bachelor’s Degree in Communications, Journalism or Public Relations and considerable experience in communications, marketing, issues management and media relations or, an equivalent combination of education and industry experience.
- Considerable knowledge of the principles, objectives, methods and techniques of communications and public relations work relevant to provincial Crown corporation and/or government organization.
- Ability to function with a high degree of tact and diplomacy.
- Able to develop and maintain positive and collaborative relationships with a wide variety of internal and external stakeholders.
- Strong interpersonal, written and verbal communications skills and, attention to detail.
- Successful completion of security screening will be required as a condition of employment with TI Corp.
