Position Title: Employment Counsellor

Department: Employment Services

Status and hours: Regular Full-Time (35h/wk)

Pay Scale: $29.463/hr - $34.663/hr

Reports to: Supervisor, Employment Services

Deadline: Until Filled

Job Summary:

The Employment Counsellor provides employment services, mentoring coordination, and group-based employment training to program participants including immigrants, newcomers and Internationally Trained Professionals. This includes focusing on career exploration, skills development, and coordinating and monitoring mentorship placements.

The position works collaboratively with program participants, mentors, employers, and community organizations to reduce employment barriers and support Canadian labour market integration.

Job Specific Responsibilities:

Direct Client Service

- Performs intake, eligibility screening, and employment needs assessments for clients.
- Provides direct one-on-one employment counselling and support in a client-centered manner.
- Manages a caseload of program participants and mentors
- In partnership with clients, develops, reviews, and monitors individualized employment service plans.
- Supports clients in career exploration, job search, and labour market integration.
- Develops and delivers workshops and educational programming related to employment, career development, and life skills, using a variety of platforms and delivery methods (in-person and virtual) to facilitate learning.




- Assists clients in building qualified networks and support systems.
- Provides information, resources, and referrals to community services.
- Provides financial support in accordance with program guidelines (e.g., childcare and transportation).
- Reduces barriers to employment for diverse populations served by the program.
- Performs client follow-up according to program guidelines.
- Participates in case conferences and chart reviews.
- Establishes and maintains supportive relationships with clients and relevant external service providers.

Mentorship and Placement Coordination
- Develops, reviews, and monitors mentorship or placement opportunities.
- Conducts assessments with mentors to determine placement suitability and needs ensuring mentors provide safe, appropriate, and supportive placement environments.
- Matches mentee skills and interests with mentor opportunities.
- Manages mentor and mentee caseloads.
- Creates opportunities for mentors and mentees to connect through networking events, job fairs, and meet-and-greet sessions.
- Builds and maintains partnerships with mentors, employers, and community organizations.

Administration and Program Support
- Maintains electronic client records and documentation in accordance with program requirements.
- Ensures accurate case notes and program documentation.
- Participates in chart audits and data integrity reviews.
- Assists in maintaining program resources and materials.
- Works collaboratively with employment services staff and Centre teams.
- Participates in team meetings, case discussions, and program planning activities.
- Provides consultation and resources to staff regarding client support strategies.
- Participates in program evaluation activities.
- Maintains effective communication with internal and external stakeholders.
- Supports volunteers and student placements through orientation, guidance, and mentorship.
- Contributes to program development, policies, and procedures.





Position Requirements

Education

- Bachelor’s degree in Social Sciences or related field, or equivalent combination of education and experience.

Professional Experience
- 3–5 years of experience in areas such as:
- Employment counselling or career development
- Working with immigrants, newcomers, refugees, and Internationally Trained Professionals
- Supporting individuals facing barriers to employment
- Facilitating employment or life skills workshops
- Developing partnerships with employers, mentors, or community organizations
- Working with diverse populations in a community or social service setting

Key Competencies
- Knowledge of labour market trends, employment legislation, and workforce integration issues.
- Understanding of barriers affecting immigrant and newcomer job seekers.
- Knowledge of adult learning principles and group facilitation techniques.
- Strong documentation and case-management skills.
- Ability to manage caseloads and monitor client progress.
- Ability to build partnerships with employers, mentors, and community agencies.
- Knowledge of community and social service resources.
- Strong digital literacy including MS Office and case management systems.
- Excellent interpersonal and communication skills.
- Strong organizational, time management, and problem-solving abilities.

• Linguistic Profile (for Centres with French Language Service Designations)
- Based on the New Avenues Linguistic Rating Scale (A+ to C-)

Required:

- English oral expression: A+
- English oral comprehension: A+
- English reading comprehension: A+

Assets:

- Bilingualism (English/French)
- Additional languages

Personal Suitability/Other Requirements
- Valid driver’s license and access to a vehicle for travel to off-site locations.
- Monday to Friday days with some flexibility required for occasion Thursday evenings on a rotational schedule and/or weekend days.
- Positively contribute to monthly individual and team Key Performance Indicator (KPIs) while managing a challenging workload through prioritization and effective time management
- Comfortable providing services in a hybrid model or in-person and virtual services from the Employment Centre or off-site locations.
