Help shape how the City identifies, manages, and responds to risk. As the Enterprise Risk and Internal Audit Specialist, you'll lead the City's Enterprise Risk Management (ERM) program, helping departments identify, assess, and respond to risks while strengthening organizational resilience across the organization. You'll also support insurance and internal audit initiatives that contribute to effective governance, accountability, and continuous improvement. This is a unique opportunity to modernize and advance the City's enterprise risk management framework, aligning risk strategies with evolving organizational and Council priorities while working collaboratively with leaders across a diverse range of City departments.

How You'll Own It

- Lead the regular review and continuous improvement of the City's Enterprise Risk Management framework.
- Facilitate enterprise-wide risk identification, assessment, monitoring, and reporting activities.
- Develop and maintain risk management tools, policies, procedures, risk registers, heat maps, and key risk indicators.
- Partner with business leaders to identify emerging risks and develop practical mitigation strategies.
- Monitor risk trends and prepare reports for leadership, Executive, and Council.
- Establish and support risk appetite and risk tolerance frameworks aligned with organizational objectives.
- Plan, coordinate, and conduct internal audits to evaluate governance, risk management processes, and internal controls.
- Identify control gaps, inefficiencies, and risk exposures, and develop practical recommendations for improvement.




- Prepare audit reports that clearly communicate findings, root causes, and recommendations.
- Monitor management action plans to ensure timely implementation of audit recommendations.
- Provide advisory support to departments on internal controls, process improvements, and risk management practices.
- Collaborate with leadership and business units to strengthen the City's risk-aware culture and promote continuous improvement initiatives.
- Support corporate insurance, risk management, and business continuity initiatives that strengthen the City's overall risk program.

What You Bring

- Strong knowledge of enterprise risk management principles, frameworks, and best practices.
- Thorough understanding of internal audit methodologies, standards, and control evaluation techniques.
- Knowledge of governance and control frameworks such as COSO, ISO, or similar models.
- Excellent analytical, problem-solving, and communication skills.
- Demonstrated ability to build relationships and influence stakeholders across diverse teams and operational environments.
- Proven ability to influence stakeholders and build collaborative relationships across all levels of an organization.
- Demonstrated leadership, initiative, and accountability in driving change and continuous improvement.
- Strong organizational skills and the ability to manage competing priorities.
- Experience using data analytics to support risk management or audit activities is considered an asset.

Qualifications

- Successful completion of a Bachelor's degree in Commerce, Business Administration, Business Management, or a related field from a recognized post-secondary institution.
- Minimum five (5)



years of professional experience in risk management, internal audit, or a related discipline.
- Canadian Risk Management (CRM) designation.
- Chartered Professional Accountant (CPA) and/or Certified Internal Auditor (CIA) designation is considered an asset.
- An equivalent combination of management-approved education and experience may be considered.
