Position: Senior Functional Lead ERP Project/City of Victoria - Part Time

POSITION SUMMARY:
Role Description: Senior Functional Lead/ERP Project - City of Victoria - PART TIME
Responsibilities:
The City of Victoria requires the services of a consulting firm or individual to provide a Senior Functional Lead to support the replacement of the City's legacy JD Edwards ERP with the Workday Enterprise Platform. The Senior Functional Lead will work closely with the City's project team and the System Implementor, and will provide decisive, cross-functional leadership across Finance and People & Culture, to ensure the ERP solution meets business requirements and integrates effectively.
The Senior Consultant will work with City staff, the System Implementor and other contractors to assist with the following aspects of this project:
- provide leadership across the functional workstreams to ensure aligned business processes and integrated outcomes;
- validate and approve functional designs, business process changes and configuration decisions;
- resolve cross-functional conflicts, dependencies and configuration issues, and support timely decision-making and escalation management; and
- drive functional readiness across testing, data conversion and training activities.
The Consultant will have expert knowledge and experience in ERP functional leadership in a public sector setting. Experience with Workday in a Canadian local government context is preferred.
The Consultant will use their experience and expert knowledge of ERP implementation to provide the following services:
- Provide decisive leadership across the Finance and Human Capital Management (HCM) functional workstreams, covering core financials,
payroll and procurement within Finance, to ensure aligned business processes and integrated outcomes across all divisions of the Finance and People & Culture departments;
- Resolve cross-functional conflicts, dependencies and configuration issues, while supporting timely decision-making and escalation management;
- Validate and approve functional designs, business process changes and configuration decisions in collaboration with City functional leads and subject matter experts;
- Drive functional readiness across testing, data conversion and training activities, including ensuring that end-to-end scenarios are defined and validated; and
- Coordinate closely with the System Implementor's functional counterparts and City stakeholders to maintain a consistent interpretation of requirements, decisions and impacts.
The Consultant will produce and maintain the following:
- A cross-functional decision and dependency log, maintained and actioned throughout the design, build and test phases;
- Reviewed and approved functional design documents and configuration decision records;
- Readiness inputs supporting end-to-end testing, training readiness and data conversion validation; and
- Escalation and options briefs for cross-functional trade-offs requiring ERP Project Manager or sponsor decisions.
This is a part time role. The City anticipates a level of effort of approximately 20 to 25 hours per week,
scaling up and down as the project moves through its milestones. Periods such as design workshops, testing and go-live readiness typically require more time than steadier state periods. The estimated level of effort is provided for planning and pricing purposes only. Services will be engaged on an hourly basis at the rate proposed. The City does not guarantee any minimum number of hours and will pay only for hours worked and accepted. The successful individual is available to deliver at this level of effort for the full term, and must identify any other commitments that may affect that availability.
Mandatory Qualifications: (Must have Minimum 10 years of all of the following)
Proponents must demonstrate that the proposed resource meets each of the following. Proposals that do not clearly demonstrate all of the mandatory qualifications will not be evaluated further:
- A minimum of ten (10) years of senior functional leadership experience on ERP implementations;
- A senior functional leadership role on at least one (1) ERP implementation in a public sector organization that was completed, or substantially underway, within the past five (5) years;
- Functional leadership across two (2) or more of Finance, Payroll, Human Capital Management and Procurement on a single ERP implementation;
- Experience leading functional delivery on behalf of the implementing organization, rather than on behalf of a software vendor or system implementor, on at least one (1) ERP implementation
NOTES ON LOCATION: REMOTE - Some onsite meetings. Reimbursement offered.
