- Education Assistance Program THE ROLE The Enterprise Project Manager leads and coordinates complex, cross-functional projects that advance peopleCare's organizational priorities. The role will focus primarily on new home openings, coordinating operational readiness from early planning through opening while ensuring functional workstreams, milestones, risks, and readiness indicators remain aligned and visible to leadership. The Project Manager will lead through influence, establish project governance and integrated plans, facilitate issue resolution and escalation, and consolidate reporting across Clinical, Operations, People & Culture, Finance, Technology, Facilities, Communications, Development, Construction, and home leadership.

RESPONSIBILITIES
Project Leadership & Governance
- Lead assigned enterprise projects from initiation and planning through implementation, opening, and close-out, with new home openings as the primary focus.
- Develop and maintain project charters, integrated work plans, schedules, milestones, decision logs, governance structures, and communication routines.
- Coordinate cross-functional workstreams, clarify responsibilities and dependencies, track commitments, and hold functional leads accountable for agreed deliverables and timelines.
- Lead project and steering committee meetings, document decisions and actions, and escalate material issues or decisions to the Vice President, Quality, Research and Strategic Partnerships and appropriate governance bodies.
- Support other enterprise priorities and projects assigned by peopleCare leadership
New Home Openings
- Coordinate new home opening readiness from early planning through opening, aligning construction milestones with operational, clinical, workforce, technology, financial, facilities, communications, licensing, and admissions requirements.
- Maintain an integrated readiness plan covering leadership recruitment, workforce onboarding and training, clinical readiness, policies and workflows, systems, equipment and supplies, licensing/inspections, emergency preparedness, communications, and occupancy ramp-up.
- Lead the Pre-Opening Steering Committee and coordinate opening-related support structures, including transition and admission support activities, as required.
- Establish readiness milestones, evidence requirements, and sign-off expectations, and coordinate the transition of open items and residual risks to home and LSO owners at opening.
Risk, KPI & Leadership Reporting
- Maintain current risk, issue, dependency, decision, and action registers with clear owners, mitigation actions, due dates, and escalation thresholds.
- Identify emerging operational, workforce, clinical, technology, regulatory, schedule, financial, and reputational risks; coordinate mitigation and escalate issues that threaten project outcomes.
- Consolidate functional reporting into concise project dashboards and readiness scorecards, including milestone status, risk closure, hiring/onboarding, training, clinical and operational readiness, systems, licensing, facilities, admissions, and resource status.
- Prepare regular executive and steering committee updates that clearly identify progress, exceptions, decisions required, upcoming priorities, and areas requiring organizational support.
- Monitor project budget and resource status in partnership with Finance and functional owners; provide recommendations and escalation without delegated financial approval authority.
Stakeholder, Change & Continuous Improvement
- Build effective working relationships with home leaders, LSO functions, project sponsors, vendors, consultants, and external partners, and facilitate resolution where priorities or responsibilities conflict.
- Capture lessons learned and recurring issues, lead project retrospectives, and translate learning into improved templates, dashboards, governance routines, and the New Home Opening and Stabilization Playbook.
- Maintain organized, accurate, and accessible project documentation in accordance with peopleCare standards and confidentiality requirements.
EDUCATION AND EXPERIENCE
- Bachelor's degree in Business Administration, Health Administration, Project Management, Healthcare Management, or a related field; an equivalent combination of relevant education and experience may be considered.
- Minimum five years of project management experience leading complex, cross-functional projects; healthcare or long-term care sector experience is required, with Ontario LTC experience strongly preferred.
- Experience with new facility openings, operational readiness, occupancy planning, organizational transformation, or large-scale implementations is a robust asset.
- PMP designation and/or MBA is considered an asset.
- Demonstrated experience developing integrated schedules, project dashboards, risk registers, KPI reporting, governance structures, and executive-level updates, with the ability to influence and hold stakeholders accountable without direct authority.
- Strong knowledge of the Ontario long-term care environment, including applicable legislation, regulatory requirements, inspections, resident safety expectations, and operational standards.
- Strong facilitation, communication, relationship-building, judgement, problem solving, negotiation, organizational, and time-management skills; ability to manage multiple priorities and sensitive information with discretion.
- Proficiency with Microsoft Office 365 and project-management/ reporting platforms such as Monday.com, Microsoft Project, Power BI, or comparable tools.
- Valid Ontario driver's licence and reliable transportation, with the ability to travel occasionally to peopleCare homes and project sites across Ontario, including occasional overnight travel.
- Successful completion of required Vulnerable Sector Check, occupational-health, immunization, TB screening, and other requirements applicable to working in peopleCare homes.
Salary: $90,000 to $120,000 CAD
