The Learning Disabilities Association of Toronto District (LDATD) is a chapter of the Learning Disabilities Association of Ontario (LDAO) serving the amalgamated City of Toronto. LDATD is a not-for-profit organization dedicated to creating a society in which people with learning disabilities (LDs) and attention deficit hyperactivity disorder (ADHD) are able to achieve the full expression of their intellect and abilities.
Program: Employment Services (EO Funded Program)
Position: Employment Engagement Specialist (Full-Time)
Specifics: The Employment Engagement Specialist is a results-focused role responsible for employer engagement, job development, client placement, placement administration and retention within the Employment Ontario program. The incumbent serves as the primary point of contact for employers from initial outreach through hiring, Brokered Incentive Agreement (BIA) administration, placement follow-up and retention. The role works closely with Employment Counsellors to move job-ready clients into suitable employment and contributes directly to program job-start, employer-engagement, BIA and retention targets.
Strong preference will be given to candidates who can demonstrate proven employer engagement/job development experience and an understanding of the LD community and individuals with disabilities.
Areas of Responsibilities
Job Development & Employer Engagement:
- Develop and maintain strong relationships with employers, recruiters, industry partners, and community organizations to identify job opportunities.
- Conduct proactive employer outreach through cold calls, email, employer visits, networking, job fairs, and business/community events.
- Identify employer hiring needs, promote suitable job-ready clients, and facilitate direct referrals, interviews, and job matches.
- Promote Employment Ontario services, employer incentives, inclusive hiring practices, and workplace accommodations.
- Develop new employer partnerships while maintaining repeat engagement with existing employers.
- Maintain current knowledge of GTA labour market trends, hiring practices, occupations, and sectors.
Placement, BIA & Employer Administration:
- Serve as the primary employer contact throughout recruitment, placement, BIA administration, and retention follow-up.
- Coordinate interviews, job offers,
start dates, and placement arrangements in collaboration with clients and Employment Counsellors.
- Determine, with the program team and employer, when a Brokered Incentive Agreement (BIA) is appropriate; explain requirements and coordinate completion and signatures within required timelines.
- Collect, review, and follow up on required placement documents, including signed BIAs, timesheets, pay stubs, payroll/proof of employment, and other supporting documentation.
- Upload required BIA and placement documents accurately and on time to FFAI and other required Employment Ontario systems/portals.
- Maintain complete employer and placement records and timely case notes documenting contacts, referrals, interviews, job starts, BIA activity, documentation, issues, interventions, and outcomes.
- Monitor placement progress and resolve or escalate employer, documentation, or compliance concerns as required.
Employment Retention, Targets & Program Support:
- Maintain regular contact with clients and employers following job start to support successful integration and retention.
- Work consistently toward Employment Ontario program targets, including employer engagement, job leads, job starts, placements, BIAs, retention, and other required outcomes.
- Manage a high volume of employer contacts, opportunities, client referrals, placements, documentation, and follow-up activities while meeting program timelines.
- Track weekly activity and outcomes and provide accurate statistical and performance information to the program supervisor.
- Maintain audit-ready files and ensure activities and documentation comply with funder requirements, organizational policies, and program procedures.
- Participate in case conferencing, team meetings, program planning, and employer/community outreach as required.
- Work collaboratively with Employment Counsellors and other staff to move clients efficiently from employment preparation into employment.
Required Qualifications, Experience and Skills:
- Post-secondary education in Career Counseling, Human Resources, Business, Marketing, Social Services, Employment Services, or a related field.
- Minimum 3 years of experience in job development, employer engagement, recruitment, employment services, or workforce development.
- Demonstrated experience developing employer relationships, generating job opportunities, and successfully matching job seekers with employers.
- Knowledge of Employment Ontario programs, guidelines, and outcome-based service delivery; experience with FFAI/EO systems is strongly preferred.
- Experience with employer incentives, wage subsidies, BIAs, placement documentation, or similar agreements is an asset.
- Robust business-development, networking, outreach, negotiation, and relationship-building skills.
- Knowledge of GTA labour market trends, recruitment practices, employment standards, and workplace accommodation strategies.
- Strong organization, documentation, case-note, follow-up, and time-management skills, with ability to manage a high-volume workload.
- Excellent communication, interpersonal, problem-solving, and customer-service skills; ability to work independently and collaboratively.
- Experience supporting job seekers with barriers to employment, including individuals with learning disabilities and neurodiversity.
- Proficiency with Microsoft Office, online employment tools, case-management systems, and government databases/portals.

Location
- In-person within LDATD offices/program locations in North York, with travel within Toronto/GTA for employer outreach, meetings, placements, and workplace follow-up as required.
