Classification: Management Band C, Excluded

Office Location: Fort St John or Victoria

Salary: $156,715 - $187,515 – Permanent Full-Time, based on a 35-hour work week.

An additional 3% Location Allowance will be added to posted salary for northern location.

About the Job:

Reporting the Vice President, Human Resources & Workplace, and working closely with the Executive Director, Workplace & Employee Experience, the Executive Director, Human Resources & Labour Relations (ED) acts as the operational lead with responsibility for human resources development and management activities to support the delivery of human resource services across the organization.

The ED develops and leads core human resource and labour relations programs and activities within a complex unionized and excluded management environment, ensuring the BCER achieves workforce and organizational results.

The ED provides leadership to a team of human resource professionals that ensure core Human Resource and Labour Relations programs and activities adhere to collective agreements and Public Sector Employers Council directives. As priorities shift within the BCER and the organization operates in a rapidly shifting and complex environment, the ED must manage the corresponding changes to human resources programs, and ensure activities and practices are aligned with leading practice.

Responsibilities

Work with the ED Workplace/Employee Experience to develop and implement cohesive and aligned programs to support the employee lifecycle. Lead the planning and execution of HR programs in alignment with guiding legislation, corporate policies, organizational goals, and best practices, as well as collective agreements.

Lead the labour relations activities within the BCER including union negotiations and issues management

Plan recruitment strategies to align with corporate goals the BCER Workforce Plan.

Provide senior leadership to a team of geographically dispersed HR professionals, fostering a collaborative, high-performing HR culture.

Provide oversight for core HR functions, including labour relations, recruitment and retention, performance management, job evaluation for included and excluded roles, and, payroll, and benefits administration.

Develop and implement HR policies, procedures, standards, service standards, and compliance practices.

Implement organizational design initiatives to ensure the BCER’s structure supports evolving business needs, service delivery, and talent strategies.

Manage the unit’s budget and oversee the development and administration of contracts and agreements.

Lead or contribute to cross-functional projects and initiatives as required.

Qualifications

Education: A degree from a recognized post-secondary institution in Human Resources, Organizational Development, Psychology, Law, Business, or Public Administration and ten years of directly related experience.

An equivalent combination of education,



training and experience may be considered.

A master’s degree and Chartered Professional in Human Resources (CPHR) designation is considered an asset.

Experience:

Demonstrated senior experience managing HR functions in a unionized environment, including labour relations and application of collective agreements.

Demonstrated experience providing HR expertise and guidance to Leadership.

Demonstrated experience working within a public sector, regulatory, legislative, and policy-oriented environment.

Demonstrated experience leading and mentoring multidisciplinary teams and managing staff development.

Demonstrated experience managing budgets, agreements, and contracts.

Demonstrated experience developing and implementing HR strategies, policies, and programs that support organizational goals and workforce planning.

Demonstrated experience in project management and leading organizational change, fostering collaboration, and driving continuous improvement across diverse teams.

Demonstrated experience using solid interpersonal, facilitation, and relationship-building skills to work effectively across all levels of an organization and with external stakeholders.

Preference will be given for experience with Collective Bargaining.

Effective leaders build a culture based on trust and collaboration, guiding teams towards a common objective and fostering an environment where everyone can thrive.

Strategic Orientation The ability to link long-term visions and concepts to daily work. An awareness of how external factors impact organizational strategies and choices. It involves analyzing the environment, organization,



and use of technology to design effective strategies.
