The Grants and Contracts Coordinator exists to lead the development and administration of all outgoing grants, contracts, requests for proposals (RFPs) and training of new grant and contract managers in these processes for the Child and Family Health (CFH) Division. Working with leadership and management, the position will routinely evaluate quality of work products and workflows and recommend and implement redesigns of processes as needed to address quality, and efficiency and assure essential internal controls.

Primary Responsibilities

- Serve as a liaison between General Counsel, Office of Grants and Contracts, other divisions and workgroups focused on grant development and delivery.
- Supports pre-award risk assessments of grant applications in collaboration with grant managers and other internal finance staff, as well as conducting budget reviews, compliance interpretations, and overall risk identifications.
- Assures that appropriate and current contract-grant templates are utlizied from the Office of Grants and Contracts, and Department of Administration, and proper documentation accompanies the packets needed for tracker approval and encumbrance.

Utilize

DocuSign for collaboration and required signatures for meeting timely deadlines.

- Establish and maintain good working relationships within the areas of the Minnesota Department of Health that are involved in grants and contracts development that include but are not limited to Financial Management, Grants and Contracts Office, and MDH Legal Counsel.
- Participate in pilot studies testing new grant and contracting processes and systems.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Minimum Qualifications Two (2)



years of experience working in an area focused on administering and managing grants and contracts at the State of Minnesota and/or federal level.

Experience must include two (2) of the following:

- Experience working under generally accepted accounting principles (GAAP) and maintaining compliance with current Uniform Guidance guidelines.
- Experience writing, developing, editing, and reviewing grants and contracts.
- Experience planning, evaluating, and implementing a public health program or related field.
- Experience as a lead worker and/or training coworkers/peers.

Educational Equivalencies A related degree will substitute for experience as follows: Doctorate may substitute for two (2) years of experience. A master's degree or JD may substitute for eighteen (18) months of experience. A bachelor's degree may substitute for one (1) year of experience. An associate's degree may substitute for six (6) months of experience.

Preferred Qualifications

- Knowledge of state and federal statutes regarding outgoing grants.
- Experience organizing and synthesizing material from diverse sources into comprehensive plans/reports.
- Experience working as a team lead or designated employee/peer trainer.
- Experience working within MDH and CFH policies, procedures, and guidelines as it relates to grants and contracts.

Additional Requirements This position requires successful completion of a background check and employment reference check.
