The opportunity:
The University of Manitoba is expanding its Digital Enablement Practice to help faculties, administrative units, researchers, and staff transform business processes through workflow automation, Microsoft 365 technologies, low-code development, and emerging AI-enabled capabilities.
We are seeking a Digital Enablement Developer who enjoys solving complex business challenges through technology and is passionate about building practical solutions that improve efficiency, collaboration, and service delivery.
As a member of the University's Digital Enablement Practice, you will collaborate with stakeholders across the University to design, develop, implement, and support solutions using technologies such as Power Apps, Power Automate, SharePoint Online, Dataverse, Microsoft 365 Copilot, and Copilot Studio.
The successful candidate will join a team focused on workflow modernization, automation, digital collaboration, citizen development, and the responsible adoption of Microsoft 365 and AI-enabled technologies.
This role offers the opportunity to work on impactful initiatives involving workflow modernization, automation, citizen development, digital collaboration, and responsible adoption of AI-enabled technologies. You will help deliver solutions that improve the experience of students, faculty, researchers, and staff while shaping how the University leverages technology to support teaching, research, and administration.
In addition to solution development, the role works closely with stakeholders to analyze requirements, evaluate solution options, support citizen development initiatives, and contribute to Digital Enablement governance and adoption activities.
The qualifications and experience we’re looking for:
- Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Technology Management, or a related discipline is required. Equivalent combinations of education and experience may be considered.
- Relevant Microsoft certifications or professional development in Microsoft 365, Power Platform, Power Apps, Power Automate, Copilot Studio, SharePoint Online, Dataverse, Azure, or related technologies are considered assets.
- Coursework, certification, or professional development in business analysis, process improvement, governance, service management (including ITIL), information management, accessibility, privacy, or change management would be considered an asset.
- Demonstrated commitment to continuous learning and professional development in digital workplace technologies, workflow automation, artificial intelligence, and modern collaboration platforms is required.
- Minimum three years of experience designing, developing, implementing, documenting, enhancing, and supporting digital business solutions using Microsoft Power Platform and Microsoft 365 technologies within a large and complex organization is required.
- Demonstrated hands-on experience with several of the following is required: Power Apps, Power Automate, SharePoint Online, Microsoft Teams, Microsoft Forms, Dataverse, Copilot Studio, Microsoft 365 Copilot, Azure-integrated services, or comparable collaboration, automation, low-code, and AI-enabled technologies.
- Experience delivering workflow automation, collaboration solutions, electronic forms, low-code/no-code applications, integrations, and AI-enabled business process improvements within a secure, scalable, and supportable enterprise environment is required.
- Experience working directly with business stakeholders to gather requirements, analyze business processes, document solutions, evaluate options, and implement technology-enabled improvements is required.
- Experience designing, executing, and documenting testing activities, including functional, integration, user acceptance, accessibility, deployment, and operational validation activities is required.
- Experience supporting solution lifecycle management activities, including documentation, source control, version management, configuration management, environment management, deployment coordination, release processes, operational transition, and technical support is required.
- Experience troubleshooting and resolving application, workflow, integration, and platform-related issues using technical analysis, root cause investigation, and system diagnostics is required.
- Experience preparing technical documentation, user documentation, support materials, knowledge-transfer resources, and operational procedures is required.
- Experience working within governance, security, privacy, accessibility, records-management, change-management, intake, prioritization, and solution lifecycle frameworks would be considered an asset.
- Experience with Agile delivery methods, iterative solution development, continuous improvement practices, citizen development initiatives, Communities of Practice, digital enablement programs, or technology adoption activities would be considered an asset.
- An acceptable equivalent combination of education and experience may be considered.
- Demonstrated analytical, problem-solving, collaboration, interpersonal, facilitation, presentation, listening, and communication skills are required.
- Ability to communicate technical concepts, solution options, risks, and recommendations effectively to both technical and non-technical audiences is required.
- Ability to work effectively in a complex environment where activities cross departmental, faculty, operational, and technical boundaries is required.
- Strong technical aptitude with the ability to learn emerging technologies, digital platforms, and evolving solution-development approaches is required.
- Ability to analyze business requirements and translate them into practical, maintainable, supportable, and sustainable technical solutions is required.
- Ability to assess technical feasibility, effort, dependencies, risks, maintainability, supportability, and platform suitability, and communicate findings to technical and non-technical decision-makers is required.
- Ability to facilitate stakeholder discussions, requirements workshops, solution reviews, and technical demonstrations is required.
- Ability to recognize when a proposed solution exceeds approved Digital Enablement boundaries due to its complexity, scale, information sensitivity, integration requirements, operational criticality, architectural impact, or support requirements, and to escalate it appropriately is required.
- Knowledge of Microsoft 365 technologies, including SharePoint Online, Microsoft Teams, Power Platform, Copilot, Dataverse, and related services is required.
- Knowledge of low-code/no-code solution development practices, governance frameworks, and enterprise solution delivery principles is required.
- Knowledge of security, privacy, accessibility, records management, information management, solution lifecycle management, testing methodologies, deployment processes, and release management concepts is required.
- Ability to manage multiple competing priorities while maintaining attention to detail, quality, and service commitments is required.
- Ability to work independently and collaboratively with technical teams, operational teams, and business stakeholders is required.
- Knowledge of IT service management principles and ITIL fundamentals would be considered an asset.
- Participation in professional technology communities, user groups, industry associations, or relevant certification programs would be considered an asset.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.
- Must be available to work occasional overtime, as required.
- Must be available to provide support, consultation, workshops, demonstrations, and stakeholder engagement activities at both Fort Garry and Bannatyne campuses, as required.
- Ability to participate in workshops, stakeholder engagement sessions, governance activities, demonstrations, proof-of-value initiatives, technology adoption activities, and Communities of Practice.

- Designs, configures, develops, tests, documents, implements, and maintains digital solutions using approved Microsoft 365, Power Platform, Copilot, collaboration, automation, low-code, and related technologies.
- Translates approved business, functional, information-management, and technical requirements into secure, accessible, maintainable, supportable, and sustainable solutions.
- Determines detailed technical designs, configuration approaches, development methods, testing strategies, and implementation plans within approved architecture, governance, and platform standards.
- Develops workflow automations, applications, electronic forms, approvals, integrations, dashboards, collaboration solutions, reusable components, and AI-enabled capabilities aligned to approved solution requirements.
- Creates and maintains reusable technical assets, solution patterns, templates, configuration approaches, and implementation resources that support Digital Enablement standards and governance objectives.
- Participates in architecture, security, privacy, accessibility, information-management, records-management, and governance reviews, incorporating approved requirements into solution design, development, and implementation activities.
- Develops and deploys solutions within approved environments, security models, licensing arrangements, platform controls, and administrative boundaries, coordinating with platform, architecture, security, identity, data, infrastructure, and operational teams as required.
- Performs and documents functional, integration, regression, accessibility, deployment,
and user-acceptance testing activities and coordinates release and deployment activities with stakeholders and support teams.
- Prepares and maintains technical documentation, configuration records, testing evidence, deployment documentation, support procedures, user guidance, and knowledge-transfer materials, and completes transition-to-support activities including technical handoff and operational ownership confirmation.
- Provides post-implementation stabilization, defect resolution, and advanced technical support in accordance with approved support models and escalates significant risks, architectural concerns, governance exceptions, higher-risk AI-enabled use cases, or activities requiring approval outside established Digital Enablement standards.
- Participates in stakeholder discovery sessions, requirements workshops, process reviews, and technical consultations for opportunities entering or approved through the Digital Enablement intake process.
- Elicits, analyzes, and documents business, functional, technical, data, integration, accessibility, security, privacy, records-management, support, and operational requirements.
- Assesses technical feasibility, complexity, effort, dependencies, implementation risks, maintainability, supportability, and platform suitability, and provides technical assessments and implementation options to support intake, prioritization, governance, resourcing, and delivery decisions.
- Designs, configures, tests, and documents prototypes and proof-of-value solutions to validate business requirements, technical approaches, platform capabilities, integrations, governance considerations, and implementation options.
- Produces technical designs, process models, workflow diagrams, data models, configuration approaches, effort estimates, and implementation recommendations appropriate to the assigned work.
- Recommends solution approaches within approved standards and identifies opportunities requiring additional architecture, security, privacy, legal, procurement, data, infrastructure, project-management, or operational review.
- Advances approved solutions toward implementation in accordance with established ownership, support, governance, and lifecycle requirements and escalates exceptions, significant architectural decisions, enterprise-level integrations, substantial custom development, or support arrangements outside approved Digital Enablement standards.
- Provides technical guidance to citizen developers and solution owners on approved platforms, development practices, environments, security, privacy, accessibility, information management, documentation, testing, support, continuity, ownership, and lifecycle requirements.
- Assists citizen developers in applying approved templates, reusable components, solution patterns, technical standards, review processes, and governance requirements.
- Reviews or contributes to the review of citizen-developed solutions, providing technical validation and identifying solutions that exceed established complexity, risk, data sensitivity, integration, operational criticality, or supportability thresholds for further assessment and escalation.
- Creates and maintains technical guides, demonstrations, templates, reference solutions, training materials, knowledge articles, and other resources that support safe, effective, and sustainable citizen development.
- Contributes technical expertise to Communities of Practice, workshops, demonstrations, advisory sessions, adoption activities, and knowledge-sharing initiatives delivered through the Digital Enablement Practice.
- Maintains current expertise in Microsoft 365, Power Platform, Copilot technologies, digital workplace solutions, and Digital Enablement practices.
- Evaluates emerging technologies, platform capabilities, and industry trends to identify opportunities for appropriate adoption and continuous improvement.
- Identifies opportunities to enhance Digital Enablement processes, standards, governance practices, reusable assets, and service offerings.
- Participates in professional development, continuing education, certification, knowledge-sharing, and community engagement activities relevant to the position.
