Company Description The Municipality of the County of Cumberland operates under a Council/Chief Administrative Officer (CAO) model of governance, where Council provides direction and the CAO oversees administration. Municipal services are delivered through four specialized departments that work together to support residents and communities. These departments coordinate their activities through the CAO’s office, ensuring alignment with Council priorities and policies.

Role Description The Manager of Development & Planning is a full-time, on-site role based in Upper Nappan, NS, responsible for leading and coordinating municipal planning and development services. This role oversees land use planning, subdivision approvals, development agreements, and related regulatory processes, ensuring compliance with municipal bylaws and provincial legislation. The manager provides guidance and direction to planning staff, reviews development proposals, prepares reports and recommendations for Council, and supports public engagement on planning matters.
Day-to-day tasks include analyzing planning applications, collaborating with other municipal departments, liaising with developers, residents, and external agencies, and maintaining accurate records and documentation. The position also involves strategic planning, policy development,
and continuous improvement of development and planning processes to support sustainable growth in the Municipality.
Qualifications
- Experience in municipal or regional planning, including land use planning, development control, and interpretation of planning legislation and bylaws.
- Demonstrated skills in project management, including coordinating multiple files, meeting deadlines, and managing complex planning and development initiatives.
- Strong analytical and problem-solving abilities, with experience in reviewing technical documents, maps, and reports to support evidence-based recommendations.
- Effective communication and interpersonal skills, including the ability to prepare clear written reports, present to Council and the public, and facilitate stakeholder consultations.
- Leadership and team management experience, with the ability to coach staff, foster collaboration, and support a respectful, inclusive workplace.
- Proficiency with planning-related software and tools (e.g., GIS, mapping applications) and standard office productivity software.
- Relevant post-secondary education in urban or regional planning, geography, public administration, or a related field; a professional planning designation (e.g., MCIP, RPP) is an asset.
- Knowledge of Nova Scotia municipal governance frameworks, provincial planning legislation, and best practices in sustainable community development is beneficial.
- Ability to work on-site in Upper Nappan, NS, and to engage with community members, developers, and partners in a professional, service-oriented manner.
