Overview

We are looking for dependable and safety-focused Quality, Environmental and Health and Safety Manager to join our team. This is an important role in keeping Highway 407 East, 412 and 418 safe and operational. Primary Duties And Responsibilities

Quality

- Lead the implementation, maintenance, and continual improvement of the Quality Management System (QMS) across the project, ensuring the quality requirements of the Project Agreement, ISO standards, and contractual obligations.
- Conduct regular field inspections, site reviews, and monitor quality performance indicators to verify compliance with quality procedures, specifications, standards, and contractual requirements, recommending improvement initiatives to enhance operational effectiveness and service delivery.
- Lead investigations into quality incidents, complaints, deficiencies, audit findings, and non-conformances, including root cause analysis and implementation of corrective and preventive actions.
- Facilitate lessons learned reviews and ensure improvement opportunities are documented, communicated, and incorporated into procedures and operational practices.
- Develop and deliver quality awareness and training programs to employees, supervisors, managers, contractors, and subcontractors.

Environmental:
- Develop and Maintain the Environmental Management System of and for the 407 East Development Group (407EDG) and BlackBird Maintenance (BBM).
- Managing all environmental issues daily, including overseeing the environmental monitoring and follow-up program daily.
- Establishing and maintaining relationships with relevant Governmental authorities,



relevant Aboriginal groups and all other stakeholders.
- Ensuring environmental issues are addressed and met in accordance with Environment Approvals and Project Agreements.

Health and Safety:
- Develop, implement, maintain, and continuously improve Health and Safety policies, procedures, protected work practices, and related management system documentation.
- Coordinate and support Joint Health and Safety Committee (JHSC) activities, including among other items, workplace inspections, safety training, meetings, and regulatory postings.
- Promote a proactive safety culture by encouraging hazard identification, near miss reporting, employee engagement, and continuous improvement initiatives.
- Monitor health and safety performance indicators, prepare reports and trend analyses, and provide recommendations to management to reduce risk and improve performance.
- Review contractor and subcontractor Health and Safety programs, procedures, and performance to ensure compliance with Company requirements and contractual obligations.
- Coordinate regulatory inspections and maintain liaison with regulatory agencies as required.
- Responsible for any other duties as may be relevant or required to the position.

Skills And Abilities:
- The position requires strong leadership, communication, interpersonal and presentation skills, as well as the ability to effectively interface with all levels of management.




- Familiarity with an electronic document management system, in particular Document Locator.
- Travel required with Durham Region, able to drive to various sites along the entire scope of project.
- Must be on-site and work in all weather conditions, including cold, heat, etc.

Qualifications:
- Bachelor’s degree in Construction Management, Civil Engineering related fields, or relevant experience
- Successful completion of an ISO 9001 Lead Auditor Course, and certification as quality professional from certifying body.
- knowledgeable in ISO standards and protocols, with specific experience in ISO 9001:2015 required.
- 10+ years’ experience overseeing the operational management, management and rehabilitation of roads and highway infrastructure.
- Extensive Quality and Environmental and Health and Safety Training, including OSHA knowledge and training.

Expected salary of $80,000 - $110,000 (additional qualifications corresponding to the job requirements will be considered). Pay: $80,000.00-$110,000.00 per year
