Position Overview The Ontario Ministry of Environment, Conservation and Parks (MECP), Species at Risk Branch (SARB), is responsible for the administration and issuance of Registrations under the recent Species Conservation Act (SCA), 2025.

The project involves building a modern online Registration system supporting both external and internal users.

The technology ecosystem includes

- Microsoft Dynamics 365 CRM – Back-office platform

- Microsoft Power Platform

- Azure

- MuleSoft – Middleware/integration

- Java/React – Public-facing portal

The Senior Software Developer will be responsible for configuring and developing Microsoft Dynamics 365 CRM to support Registration and Permit workflows for Ministry back-office users and integrating the back-office solution with the external Java/React portal through MuleSoft middleware.

The successful candidate will have strong experience across Dynamics 365 Customer Service, Power Platform, Dataverse, Azure, .NET/C#, JavaScript, APIs, DevOps and cloud technologies, with the ability to work across both low-code and custom development environments.

Key Responsibilities

- Configure and develop Microsoft Dynamics 365 CRM solutions supporting Registration and Permit workflows.

- Design and implement solutions using Dynamics 365, Microsoft Power Platform and Azure.

- Develop and configure Dynamics 365 Customer Service capabilities, including case management and Knowledge Management.

- Configure Customer Service Workspace, Agent Experience Profiles, Session Templates, Workstreams and Routing.

- Design and develop solutions using Dataverse.

- Perform both low-code development and custom development within Dynamics 365 and Power Platform.

- Develop and integrate custom Web APIs and services.

- Work with ASP.NET, .NET Core, Entity Framework and Azure SQL.

- Develop using JavaScript and related Dynamics/Power Platform technologies.

- Work with Azure technologies and Microsoft cloud services.





- Support interoperability and integration between Dynamics 365 and other Microsoft cloud technologies.

- Work with MuleSoft middleware and integration components connecting Dynamics 365 with the Java/React public-facing portal.

- Support DevOps, CI/CD pipelines, task boards and deployment processes.

- Participate in Agile development activities, including Kanban/task boards.

- Contribute to solution design, development, configuration, testing and implementation.

- Prepare technical documentation, reports, reviews and assessments.

- Present technical ideas and recommendations clearly to technical and non-technical stakeholders.

- Provide a high level of customer service to internal and external clients.

- Dynamics interoperability, integration and capabilities with other Microsoft cloud technologies

- Both low-code development and custom development on Dynamics 365

Candidates with the following experience are strongly preferred:

- Power Apps
- Model-Driven Apps

- Power Pages

- Canvas Apps

- Custom PCF controls

- Server-side templating using Liquid

- Advanced Dynamics 365 configuration and customization

- Integration of Dynamics 365 with external applications and cloud services

Agile Experience

- Experience working in Agile development environments.

- Experience using Kanban and task boards.

- Ability to collaborate effectively with developers, architects, business stakeholders and other project team members.

Communication & Documentation

Strong communication skills are required, including the ability to:

- Prepare technical documentation, reports, reviews and assessments.

- Clearly explain technical concepts, ideas and recommendations.

- Present solutions and suggestions in a user-friendly manner.

- Communicate effectively with both technical and non-technical stakeholders.

- Maintain a high level of customer service with internal and external clients.

Preferred Qualifications The following are considered assets:

- Dynamics 365 certifications

- Azure certifications

- Previous experience working with the Ontario Public Service (OPS).

- Previous public-sector experience.

Work Arrangement – Mandatory

This is a 100% onsite position.

The selected consultant must be able to work onsite five (5) days per week, Monday through Friday, during standard working hours of 8:00 AM – 5:00 PM, excluding lunch breaks, at:

40 St.

Clair

St. W, Toronto, Ontario

Candidates who are unable to commit to the full five-day onsite requirement should not be submitted.

Ideal Candidate Profile The ideal candidate is a Senior Dynamics 365 CRM Developer with deep hands-on experience in Dynamics 365 Customer Service, Power Platform, Dataverse and Azure, combined with strong custom development skills in .NET/C#, ASP.NET, Web APIs, Entity Framework, Azure SQL and JavaScript.

The candidate should be comfortable working across low-code and custom development, cloud architecture, integrations, DevOps/CI-CD and Agile delivery, while also being able to communicate effectively with business stakeholders and technical teams.
