The successful candidates will lead complex business analysis activities across the project lifecycle, working closely with Public Health Units, Public Health Ontario, Ministry of Health stakeholders, technical teams, QA, vendors, and senior decision-makers.

The role requires strong experience in public-sector healthcare IT, business/process analysis, requirements management, data analysis, system analysis/design, stakeholder facilitation, data migration, and complex health information systems.

Key Responsibilities Lead business analysis activities across all phases of the project lifecycle.

Assess complex business problems, opportunities, defects, enhancements, and operational requirements.

Gather, analyze, document, validate, and maintain detailed business and functional requirements.

Translate business requirements into technical requirements for development and technology teams.

Lead stakeholder workshops, SME sessions, working groups, and requirements-gathering activities.

Work with Public Health Units, Public Health Ontario, Ministry stakeholders, vendors, development, and QA teams.

Perform system analysis and system design activities.

Conduct business process modelling, use-case modelling, data-flow modelling, conceptual/logical data modelling, and business-rules definition.

Perform impact analysis for system upgrades, new requirements, configuration changes, reports, and integrations.

Conduct gap analysis of vendor releases and identify required changes to business processes and solutions.

Support data migration activities from legacy systems to provincial systems.

Analyze defects and work with technical and business teams to determine root causes and solutions.

Conduct data discovery, profiling, analysis, and investigation of data-quality issues.

Develop procedures for production changes to minimize business disruption.

Review production issues/logs and provide recommendations for proactive remediation.

Develop business processes, user documentation, training materials, and support training delivery.

Support public-health-related functionality including: Infectious disease case management Contact and outbreak investigation Immunization administration Vaccine distribution and inventory Develop business cases, feasibility studies, cost-benefit analyses, and implementation strategies.

Present complex technical/business information to both technical and non-technical audiences.

Monitor project progress, identify risks/issues, resolve problems, and report to management and decision-makers.
