Manager, Health & Safety Education and Accredited Programs The Infrastructure Health and Safety Association (IHSA) is part of Ontario’s health and safety system, which includes the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), the Workplace Safety and Insurance Board (WSIB), and six health and safety associations. IHSA is a leader in health and safety education. Through skills-based training, auditing, and evaluation, we provide safety solutions to those who perform high-risk activities.

POSITION SUMMARY:

Reporting to the Vice President, High Risk Activity Training & Operations, the Manager – Health & Safety Education oversees the day to day operations of a team of Health & Safety Consultants to ensure training and consulting services that promote health, safety and wellness and the elimination of workplace injuries are provided to the Infrastructure Health and Safety Association (“IHSA”) membership within the construction, transportation and electrical sectors.

SALARY: $133,221.86– $166,527.33

RESPONSIBILITIES:

- Oversees the management of the operations of training and consulting services, ensuring programs and day-to-day operations and activities are developed and managed, issues are identified and resolved, and service standards and business planning targets are established and achieved.
- Directs the scheduling and delivery of IHSA training programs provincially and inter-provincially, ensuring ongoing operations are conducted in compliance with IHSA’s policies, procedures and standards, best working practices and terms and conditions of the Collective Agreement.
- Oversees the effective delivery of quality customer training and services, conducting onsite inspections to monitor staff performance, conducting training sessions/presentations as required, ensuring availability of tools, equipment, training facilities, soliciting feedback on training/service delivery applicability and providing recommendations on program/services modifications/updates.
- Oversees the purchase and scheduling of repairs, inspection, and routine and prescribed maintenance of IHSA vehicles and equipment. I.e. Mobile Classroom, Mobile Crane equipment, Lift Trucks, Forestry equipment, gas monitors and Confined Space rescue equipment, Suspended Access, Propane and Air Brake program equipment.
- Responsible to coordinate effective use of Voyager Court practical training area to ensure space availability.
- As the Ontario Ministry of Transportation (MTO) approved 3rd party provider for Commercial Vehicle Operator Registration (CVOR) collision point review, the Manager, Health & Safety Education coordinates all facets of the IHSA CVOR Review Committee including but not limited to acting as Committee Chair, overseeing the operation of the committee and its members, updates Terms of Reference and internal documentation as required, point of contact between IHSA and Ontario Ministry of Transportation for this partnership.
- Ministry of Transportation (MTO) Fleet Course Provider Official. As an MTO approved provider of the Fleet Signing Authority – MTO Driver Certification Program, the Manager, Health & Safety Education is responsible for proper delivery of the program by instructors, proper retention of program paperwork, and point of contact for the MTO, prepare required paperwork, and attend and participate in MTO audits as required. Also responsible for the Fleet Signing Authority Re-Certification program administration as above.
- Ministry of Transportation Registered Authority Official for the IHSA Signing Authority Z Endorsement program. As an MTO approved provider of the Z Endorsement program under the Driver Certification Program, the Manager, Health & Safety Education is responsible for proper delivery of the Air Brake Z Endorsement Program, and ensures all administration is completed as required. Also responsible to attend and participate in MTO Driver Certification Program audits as required.
- MTO School Bus Driver Improvement Program Course Administrator. As an MTO approved provider of the School Bus Driver Improvement course the Manager,



Health & Safety Education is responsible for proper delivery of the program, adherence to the MTO SBDI Program Standard for internal instructors as well as external Training Partners, proper retention of course paperwork, ordering and storage of MTO certificates, preparing required documentation, as well as attend and participate in MTO Audits as required.
- Coordinates and schedules transport of IHSA vehicles and equipment to a variety of training sites throughout the province.
- Provides advice and expertise to IHSA staff, senior leaders, consulting staff, clients, IHSA members and customers to share information, provide updates, respond to queries, troubleshoot issues and provide effective solutions and/or alternative approaches.
- Collaborates with stakeholders, member and non-member firms, management, trade sectors and employer associations to determine service and training needs and provide recommendations for new programs/services or modifications to existing program/services.
- Collaborates with Operations Management Team to provide scheduling/delivery support, share information and insights, resolve issues, and identify opportunities to coordinate operational initiatives and day-to-day activities and streamline processes.
- Promotes IHSA services, programs and products, developing business partnerships with members, government agencies and ministries, trade associations, other health and safety associations, non-member firms and other public bodies to understand needs, upcoming changes and new developments and identifying new business/sales opportunities.

Planning:

- Develops and executes department operational strategies, developing implementation plans in alignment with overall Division/IHSA strategies, determining staff goals and objectives, monitoring progress and ensuring deliverables are effectively managed.
- Monitors changing priorities, trends and emerging issues, identifying areas of potential impact to division/department strategic plans, operations and delivery of services and providing recommendations on addressing issues.
- Plans for all Ministry of Transportation approved specialty programming and meetings including but not limited to CVOR Review Committee, Fleet Signing Authority - MTO Driver Certification Program, Air Brake Instructor, Air Brake Z Endorsement program and School Bus Driver Improvement program.
- Coordinates all facets of the Mobile Classroom including but not limited to scheduling, programs, equipment, and ensuring availability of appropriate staff for programs and events.
- Participates in planning of external conferences requiring specialty equipment, high risk activities and subject matter staff.(I.e. Partners in Prevention, Skills Ontario, etc.).

Quality & Risk Management:

- Develops operations management processes and protocols to manage training/service delivery activities, ensuring compliance with IHSA policies and regulatory/legislative requirements and consistency in information, methodologies and approaches, and collaborating with Regional Management Team to determine opportunities for improvements and synergies.
- Identifies opportunities for improving quality and services delivered, ensuring alignment with IHSA strategies and priorities, developing and presenting recommendations, and coaching staff to ensure initiatives are incorporated into day-to-day activities.
- Solicits and incorporates feedback and suggestions on areas for improvement.
- Evaluates industry/operational information and statistical reports, identifying trends, patterns and potential issues, providing supporting analyses and research, recommending solutions and new approaches, and encouraging executives/managers to embrace new programs/methodologies/technologies.
- Coordinates and assigns staff for Quality Assurance Audits related to Training Partners and specialty programming including transportation and Working at Heights.
- Coordinate in cab coaching/ evaluations for staff and submission of evaluation reports.

Staff/Financial Management:

- Manages the day-to-day activities of regionally based staff, assigning and directing work, providing advice, resolving issues, ensuring ongoing work quality, monitoring workloads and ensuring staff working in remote locations are supported.
- Manages staff performance, career development and talent management activities, conducting performance reviews, identifying development needs and ensuring the availability of skill development, coaching and training opportunities.
- Manages staff recruitment activities, determining appropriate numbers and skill mix to meet program/service delivery needs, preparing business cases, conducting interviews and liaising with HR department staff to ensure recruiting,



offer and on-boarding processes are completed.
- Identifies staff performance issues/areas of concern, developing and recommending improvement plans and/or corrective courses of action.
- Participates in collective bargaining, grievance and arbitration processes, providing first level support, collaborating with HR, Labour Relations and legal representatives as required to investigate and help resolve issues.
- Manages department expenditures, ensuring administrative/financial activities are managed, policies followed, purchase orders are prepared, and expenses are authorized within assigned limits.

Relationship Management:

- Develops collaborative working relationships with senior leaders, peers and employees in other departments/divisions across the IHSA and its partner organizations to identify opportunities to share information, provide advice and collaborate on projects and initiatives.
- Develops and maintains strategic partnerships and alliances with industry associations and colleagues, to remain current on industry best practices, emerging trends and/or shifts in legislative/government requirements and to promote the initiatives of IHSA.
- Represents IHSA at industry meetings/forums/conferences/working groups, assigned.
- Maintains relationship with Ontario Ministry of Transportation and is main point of contact related to CVOR Review Committee, Z Endorsement Driver Certification Program, FLEET Certification program, and School Bus Driver Improvement program.

Project Management:

- Leads projects and strategic initiatives, preparing proposals, determining deliverables and milestones, managing teams/resources and timelines to ensure deliverables are achieved.
- Supports IHSA strategic goals through project/committee work, participating on and leading initiatives, sharing insights and managing project activities and progress.

QUALIFICATIONS:

- Completion of undergraduate degree; preferably in in Business, Education, Occupational Health and Safety or related field required.
- 8 to 10 years progressive operations and management experience which includes a minimum of 5 years Commercial Motor Vehicle fleet management experience required.
- Industry experience with the Ontario Ministry of Transportation’s Driver Certification Program and Commercial Vehicle Operator Registration program required.
- Industry experience with Ministry of Transportation approved School Bus Driver Improvement Program preferred.
- Canadian Registered Safety Professional (CRSP) designation preferred.
- Extensive knowledge of measurement and evaluation methodologies.
- Strong management, interpersonal, problem solving, coaching and conflict resolution skills.
- Excellent written and verbal communication and negotiation skills with the ability to effectively communicate with individuals at all levels within and outside the organization.
- Valid “G” License.
- Must be willing and able to travel extensively.
- Holds or has held a classified drivers license class A, B, C or D an asset.
- 75% minimum interview score required for consideration.
