Position Overview
We are seeking a Senior Software Developer – ServiceNow to support the Cyber Security Division within the Ministry of Public and Business Service Delivery and Procurement. The successful candidate will provide hands-on ServiceNow development, solution architecture, platform strategy, and system administration in a complex enterprise environment.
The resource will be responsible for designing, developing, testing, deploying, supporting, and continuously improving scalable ServiceNow solutions. The role also requires experience translating business and technical requirements into sustainable platform solutions, developing ServiceNow roadmaps and architecture standards, and supporting platform modernization initiatives.
Key Responsibilities
- Design, develop, test, deploy, and maintain ServiceNow applications, workflows, integrations, automation solutions, and platform enhancements.
- Develop and continuously expand data pipelines through extraction, transformation, and loading (ETL) activities.
- Translate technical and business requirements into detailed programming specifications and working, tested applications.
- Develop, compile, maintain, and conduct unit testing of data-driven programs.
- Develop and support ServiceNow portals and Customer Service Management (CSM) solutions.
- Troubleshoot and resolve technical issues arising during software implementation, operation, conversion, and migration activities.
- Provide ServiceNow solution architecture, technical leadership, and platform governance.
- Develop and maintain ServiceNow architecture standards, roadmaps, and platform modernization strategies aligned with business objectives.
- Participate in solution design, architecture reviews, technical governance, and platform transformation initiatives.
- Support ServiceNow platform administration within complex enterprise environments.
- Manage platform upgrades, patching, releases, cloning, security, configuration, and instance health.
- Manage users, roles, groups, access controls, system configuration, and platform governance.
- Support platform availability, performance, reliability, and operational excellence.
- Provide operational support, deployment coordination, change management, and technical documentation.
- Follow SDLC, Agile/DevOps, testing, deployment, and code-management practices.
- Evaluate and leverage emerging ServiceNow capabilities, including AI, Automation Engine, Predictive Intelligence, and Virtual Agent.

Mandatory Technical Requirements
1. ServiceNow Development – 40%
Candidates must have 5+ years of hands-on ServiceNow development experience, including:
- JavaScript

- Experience developing ServiceNow roadmaps, architecture standards, and platform modernization strategies.

- Customer Service Management (CSM) experience
- ServiceNow Certified Implementation Specialist – Vulnerability Response (CIS-VR)
- 5+ years ServiceNow platform experience
- 3–5 years solution architecture/platform governance experience
- 5+ years ServiceNow system administration experience
- Experience with JavaScript, HTML, CSS, AngularJS, REST/SOAP, Integration Hub, and Flow Designer
- Experience with CSDM, CMDB, integrations, data models, security, and governance
- Ability to work onsite 5 days per week at 222 Jarvis Street, Toronto
- Ability to obtain/hold the required CRJMC security clearance
Preferred Certifications
- ServiceNow Certified System Administrator (CSA)
- ServiceNow Certified Application Developer (CAD)
- ServiceNow Certified Implementation Specialist (CIS) – ITSM, ITOM, Security Operations, IRM, or equivalent
- ServiceNow Certified Technical Architect (CTA) – strong asset
- ITIL v4 Foundation or higher
