Reporting to the Assistant Deputy Minister, Employment and Labour Market Development, this position leads the Employment and Training Programs Division and is responsible for its overall planning, operations, and performance. The role provides strategic advice on employment and training policies, programs, and services and leads the development and delivery of programs that help individuals gain skills and employment, support employers in meeting workforce needs, and work with post-secondary institutions and community partners to build a skilled workforce for the province. The position oversees the integration of policy and program development across the department’s network of employment centres and provides leadership and direction for service delivery throughout the province.
This includes ensuring high-quality services for individuals, employers, and community organizations. The incumbent sets the division’s strategic priorities, leads and supports staff, and builds robust relationships with internal and external partners to strengthen the delivery of employment and training programs. The role also co-leads negotiations and collaboration with the federal government and other jurisdictions on labour market and workforce development agreements and represents the department on key committees and working groups.
Screening Criteria
1. Completion of a degree in Business, Economics, Public Administration, Social Sciences,
or a related field (equivalencies will be considered).
2. Experience providing leadership for policy, program, operational, and/or strategic planning initiatives.
3. Experience managing human, financial, and information resources.
4. Experience leading the development, implementation, evaluation/continuous improvement of programs, services, or initiatives.
5. Experience working collaboratively with senior leaders, government departments, community organizations, industry partners, and/or other external parties.
