Position Details

Transportation and Infrastructure - Government of Newfoundland and Labrador The primary responsibilities of the Financial Officer includes overseeing compliance of policies and financial controls regarding procurement, operational revenue and expenditures (Accounts Payable and Receivable processing) relevant to programs and services delivered by the regional Highway Operations Division; budget monitoring to support the division and providing regular updates to the Departmental Controller; developing a zero based budget submission with consultation from appropriate stakeholders; completing financial analysis on divisional programs annually or upon request; reviewing monthly detailed transaction reports and ensuring all expenditures are accurate and assigned to correct accounts; working with Managers to ensure centers meet financial accountability requirements; completing P-Card and banking reconciliations in a timely and accurate manner; monitoring and assessing financial and information systems to support operations,



record keeping and financial reporting and other related duties.

Screening Criteria

1. Degree in Business Administration. Equivalencies will be considered.
2. Experience with budget monitoring and analysis.
3. Experience with financial management, reconciliations, and analysis.
4. Experience with financial management computer applications.
5. Experience with accounts payables and receivables processing.

Assessment Criteria

1. Knowledge of budget monitoring and budgeting procedures.
2. Knowledge of financial management and reconciliations.
3. Knowledge of financial legislation and public service procurement.
4. Proficiency with financial management computer applications.
5. Ability to independently assess and evaluate multiple issues and balance competing demands with tight deadlines.
6. Attention to detail.
7. Professionalism.
