About the Role

Vacancy Statement: Unless specifically stated, all job postings at the Municipality of Clarington are to fill existing vacancies within our organization.

Work Model: Hybrid

Reporting directly to the Chief Information Officer, with a dotted-line relationship to the Supervisor, Business Development and the Deputy CAO/Treasurer, this position is responsible for supporting the project lifecycle for Clarington’s implementation of a recent Microsoft Dynamics 365 Enterprise Resource Planning (ERP) solution, replacing the Municipality’s legacy finance and operations systems.

Key Responsibilities

- Lead the full project lifecycle for Clarington’s implementation of Microsoft Dynamics 365, from charter and business case through design, build, go-live and post-implementation review.
- Develop, participate and assist in procurement (NRFP/RFP or Cooperative Agreement, evaluation, assist with negotiations, contract logistics) in partnership with Municipality’s procurement team while following Clarington’s by-laws.
- Serve as a point of accountability for scope, schedule, tracking and reporting on project budget, risk and quality, including budget submissions and financial reporting for each phase of the program.
- Coordinate cross-functional teams spanning Finance, IT, Human Resources/Payroll, Procurement, operating departments, the implementation partner and vendor resources; chair steering and working groups; prepare Council and executive updates.
- Oversee technical readiness (environment provisioning, integrations and interfaces, data migration and cleansing from legacy systems, cybersecurity, cut-over, testing, and contingency planning).
- Manage functional workstreams across general ledger,



accounts payable and receivable, budgeting, procurement, project and grant accounting, asset management and financial reporting, including business process re-engineering and the secondment of subject matter experts.
- Ensure knowledge transfer to internal staff, producing robust documentation, SOPs and training that strengthen Clarington’s long-term ERP capabilities.
- Embed continuous improvement, capturing lessons learned and identifying future enhancements (e.g., human resources and payroll, asset management, analytics).
- Champion data-security and privacy by ensuring all project artefacts remain within Clarington-controlled systems.
- Drive parallel finance modernization workstreams such as chart of accounts redesign, retirement of manual and spreadsheet-based processes, integration with the Dynamics 365 CRM platform, and reporting and business intelligence.
- Coordinate technology dependencies pertinent to the ERP migration, including licensing, environments, server, storage and cloud services, working with Infrastructure & Security and Client & Application Services teams to minimize downtime.
- Contribute to PMO best practices, creating templates, dashboards, and knowledge-transfer sessions that strengthen Clarington’s project-delivery maturity long term.
- Advise departmental leaders on scoping, budgeting, and prioritizing future technology initiatives that align with the municipality’s IT Strategy (Strengthen, Innovate, Transform).
- Develop change-management and training plans, ensuring end-users adopt new tools and workflows effectively across Finance & Technology and all operating departments.
- Provide executive-level reporting, distilling complex schedules, risks, and financials into clear updates for Council, senior leadership, and internal stakeholders.

What you bring

- University degree in Business Administration, Computer Science, Information Systems, Accounting, Project Management or related discipline.
- Project Management Professional (PMP) Certification is required.
- Minimum 3 years’ progressive IT project-management experience delivering complex, multi-stakeholder technology projects.
- Proven success leading large-scale RFPs and contract negotiations in a municipal or broader public-sector setting.
- Hands-on experience delivering ERP or enterprise financial system implementations, preferably Microsoft Dynamics 365 (Finance & Operations or Business Central).




- Demonstrated ability to monitor project budgets and to work with leaders, executives and/or stakeholders.
- ITIL, Agile/Scrum or Prosci Change Management certifications is an asset.
- Microsoft Dynamics 365 certifications, or experience with ERP implementation methodologies such as Microsoft Success by Design, is an asset.
- Expert grasp of project-management methodologies (Agile & Waterfall) and tools (MS Project, Teams, Azure DevOps).
- Understanding of public sector procurement legislation, public-sector governance, and municipal financial processes and reporting standards (PSAB).
- Excellent communication, written and verbal, facilitation and vendor-management skills.
- Advanced analytical, risk-management and report-writing abilities.
- Must be legally able to work in Canada and able to obtain/maintain a satisfactory Criminal Reference Check.

What we offer

- Salary: Grade 7 ($104,564 to $127,099) of the 2026 Non-Affiliated Salary Administration Program.
- The Municipality of Clarington offers flexible work arrangements for eligible roles, where employees are empowered to do their best work in the way that works for them. This position is eligible for a flexible work arrangement option. Further details on this program will be discussed through the selection process.
- Hours of work: 35 hours per week, occasionally after-hour meetings.

Additional Information

A satisfactory criminal record check and proof of qualifications will be required for the successful candidate. Pre-employment testing may consist of written and oral assessments. To be considered successful, candidates must achieve a minimum score of 60% on each test. The highest score attained across the assessments will be used in the final award decision.
